previously, during P.L tenure, projects were awarded to XYZ S/B companies, when projects got delayed, Government got bombarded by Opposition on the transparency & financial strength of the awarded companies to complete the project within budget & time frame.

Hence, to avoid the same thing bring brought up, during Najib current tenure, they currently practices the following:-

1) award the contract to listed companies especially those big names first, why ? listed companies need to published the annual audited account to public - more transparency. claimed to be only :), at least better than the close book XYZ S/B companies

2) in case if project awarded to big name still failed or delayed - their got good excuse, why - if those big names, with expertise & financial strength can not do it, who else can do the job ?

all above only for big names, how to related it to small cap listed companies ?

simple, Government cannot give all jobs to the selected few big companies only, later if they cannot complete on time - another reason to be surface - overloading the selected few big names with all the contracts.

to prevent this, so big names get bigger slice of cake, smaller names get smaller slice of cake. everyone will get a slice of the cake - only matter the size of the cake only :)
