I too had this view months ago.
But let's presume the rich get the vaccine. They get to travel.. But they are limited to countries which are only opening up borders without quarantine once they they reach a certain degree of herd immunity. At this point of time, only Maldives with 43% and Monaco is fully opened. Even Singapore with 5 airports are not willing to do so now..
In short, Malaysia will not fully open borders until a comfort point is reached. I believe this approach is reccomeneded by Who for all countries.
