I'm trying to think from political perspective because they're the key factor affecting this deal, money and debt just a disguise. If you're Najib / UMNO, would you allow PKR state government to take over Puncak, improve the water supplies issue and gain more support from rakyat? Selangor is the most important state for all political parties and this could impact their chances to regain control over state government. If I were Khalid, knowing the facts this deal will not happen, I will just keep the same offer each years, kicking the ball back to federal government and try to blame is UMNO greed that cause the whole deal to fail so he could escape from being blamed as incapable.

Don't happy so fast, later Khalid throw out some negative response to Gamuda / Puncak then we will see how the pricing go..that fella is a time bomb.
