Immigration open the borders and let people travel freely even for tourism. Enforce strict rules that people who leaves and come in MUST sign undertaking to pay hotels for quarantine for 14 days. MOH to test all in hotel quarantine daily & release them if no COVID19 after 14 days. Hotels and airlines ( easily save 500k jobs) will be revived and small business will have business again. The risks of spread is nil if travelers are cut away from public in 14 days compulsory quarantine in hotels.
