Yeah, good for India and China! Buy cheap from Russia, refurbish them and sell back to UK, US, Japan and Canada!

You can't ban Gold or Oil sales. You may opt not to buy yourself, but you can't stop other countries, especially India and China from making purchases (which is the two largest gold consumers in the world).

PS: US, UK Japanese and Canadian citizens will be more concerned with cost of electricity, gas, petrol and food than gold.
