After Tommy Thomas explanation, i am satisfied! Seems Luxembourg has done great injustice! In this case, Malaysia has offered to continue the annual payment but rejected by the concubine offspring of the Sulus! Malaysia has done nothing wrong! Luxembourg clearly made bad judgement!

He should have discussed with the PH govt before making what looks like a unilateral decision. Nobody seems to be aware of the letter except for TT himself.
