How are you going to determine if car owner is T15 or not? By engine capacity? By IC linked to Income Tax? By IC linked to EPF? What about those without Income Tax or EPF account? Small business and pensioners have neither accounts.

Easiest way to subsidize is to give cash when they renew their road tax. rm 360 for 1500 CC and below, motorcycle rm 100. That is to say rm 30 per month for car less than 1500 CC (assuming monthly petrol consumption is rm 300), Rm 10 per month for motorcycle (unlikely motorcycle use rm 100 a month).

Very unlikely T15 using small car with 1500 CC or below. Jatuh standard mah.......

To devise a new system to fix subsidy problem is to enrich certain crony providing that system. Initial capital outlay and maintenance fees will be more than actual payment to the target subsidy group.
