DUBAI (March 29): Prime Minister Datuk Seri Ismail Sabri Yaakob stopped over here on Tuesday (March 29) on his return from a three-day official visit to Qatar, to witness several signings of Memorandum of Understandings (MoUs) which among others will enhance economic cooperation between United Arab Emirates (UAE) and Malaysia.

The aircraft carrying the prime minister landed at the Al Maktoum International Airport at 6.35pm (10.35pm Malaysian time).

Ismail Sabri, who was accompanied by Foreign Minister Datuk Seri Saifuddin Abdullah, was met on arrival by Malaysian Ambassador to UAE Datuk Mohd Tarid Sufian and Consul-General of Malaysia in Dubai Mohd Hasril Abdul Hamid.

The prime minister’s stopover in Dubai comes after his official visit to Qatar which began on Saturday (March 26).

In Qatar, Ismail Sabri had visited the Baladna Farm and Dairy Facility, as well as the Agrico Organic Farm in Al-Khor, about 50km from Doha.

He also held engagement sessions with the Malaysian business community and families in Doha.

Earlier on Tuesday, an official welcoming ceremony for Ismail Sabri was held at Amiri Diwan, after which he had an audience with the Amir of Qatar Sheikh Tamim bin Hamad Al Thani.

The Amir also hosted a luncheon in honour of the visiting Prime Minister.

It was also Ismail Sabri’s first official visit to Qatar after being appointed prime minister.

DOHA (March 29): Malaysia’s Prime Minister Datuk Seri Ismail Sabri Yaakob’s official visit to Qatar has been fruitful for the country with more investment, flourishing bilateral trade and potential for collaboration in an array of sectors, namely the halal industry, Islamic banking and renewable energy.

Doha and Putrajaya have seen a significant increase in the value of trade between the two countries, despite the world still grappling with the Covid-19 threat.

The Prime Minister said the trade value in the first two months of this year showed an increase of 30.9% to RM610 million, compared with RM470 million for the same period last year.

“I am also grateful that Qatar has chosen Malaysia as a major investment destination in Southeast Asia, especially in the real estate and services sectors.

“Until now, the value of Qatar’s investment in Malaysia exceeds US$3.2 billion (RM13.49 billion),” he said at a press conference with the Malaysian media at the end of his three-day official visit to Qatar on Tuesday (March 29).

Ismail Sabri said during his meeting with the Amir of Qatar Sheikh Tamim bin Hamad Al Thani, after the official reception at the Amiri Diwan on Tuesday morning, both sides also agreed to hold further discussions to determine the investment target to be achieved within two years.

“Taking into account the opening of the border between the two countries and the transition phase to endemic, I believe Malaysia and Qatar should take the opportunity to further strengthen bilateral cooperation in various fields, especially the halal industry, food, Islamic banking, renewable energy, as well as oil and gas,” he said.

The Prime Minister said his visit to the Baladna cattle farm and dairy production facility on Monday (March 28) had enabled a memorandum of cooperation signed in 2019 for Baladna to be a partner of Felda Global Ventures (FGV) and Felcra in a large-scale dairy farm joint venture project in Malaysia to be finalised by the latest this June.

“The strategic collaboration between Baladna, FGV and Felcra involves an investment of US$500 million (RM2.1 billion) for the development of a large-scale dairy project in Chuping, Perlis.

“Baladna also agreed to increase the investment by another US$500 million (RM2.1 billion) for the development of dairy projects in Pahang.

“This investment will create more than 2,000 jobs and increase the competitiveness of the local dairy industry,” he said.

Ismail Sabri said during his meeting with Sheikh Tamim, Malaysia also presented some proposals to explore investment opportunities in Qatar from Malaysian companies.

Among them are the North Field Expansion project, which spans three phases.

“I have proposed for Petronas to be given the opportunity to be involved in this project. Alhamdulillah, my proposal has been welcomed by the Amir of Qatar,” he said.

The other two proposals were for Malaysia to be made the flight hub for Qatar Airways to fly to ASEAN countries and for Qatar to import more palm oil from Malaysia as the alternative to sunflower oil.

At the press conference, Ismail Sabri also recorded his appreciation of Qatar’s commitment to host the 14th World Islamic Economic Forum (WIEF) next year.

“WIEF has the potential to help the business community, especially in the Muslim countries affected by the Covid-19 pandemic,” he added.

Ismail Sabri arrived in Doha on Saturday (March 26).

DOHA (March 29): Perbadanan PR1MA Malaysia (PR1MA) has put forward a strategic investment proposal worth RM8.1 billion to the Qatar Investment Authority (QIA) to explore investment opportunities in Malaysia, especially in the housing sector.

Prime Minister Datuk Seri Ismail Sabri Yaakob said the Qatari government had agreed for QIA to hold further discussions with PR1MA, particularly in providing more affordable housing for Keluarga Malaysia (the Malaysian Family).

He said the decision was personally conveyed by the Amir of Qatar Sheikh Tamim bin Hamad Al Thani during their meeting, after the official reception at Amiri Diwan on Tuesday (March 29) morning.

“The target given so far is to build 500,000 units of affordable homes for Malaysian families," he told Malaysian media at the end of his three-day official visit to Qatar on Tuesday.

Ismail Sabri said QIA also welcomed the visit and suggestions from PR1MA, which were personally put forward by its chairman Datuk Dr Fathul Bari Mat Jahya.

PETALING JAYA: The Securities Industry Dispute Resolution Centre (Sidrec) has resolved a high percentage of disputes through the alternative dispute resolution (ADR) in 2021, with (88%) of the conflicts concluded either through case management or mediation.

In a statement yesterday, Sidrec chairman Datuk Mah Weng Kwai said the level of concluded disputes via the ADR was encouraging.

“It augurs well for mediation as an alternative means to resolving disputes as it reduces cost and avoids long-drawn legal disputes in court. The cost and time saved to settle monetary disputes also have far-reaching implications.

“It helps instil greater investor confidence with the availability of a more holistic investor protection infrastructure.”

In the same statement, Sidrec said it received a total of 275 claims and enquiries comprising 47 eligible disputes and 228 enquiries, in 2021.

“This marks an increase of 6% from the 259 claims and enquiries received in 2020. Out of the 47 eligible disputes received by Sidrec, 34 were related to shares and warrants, 10 to unit trusts and three to derivatives.

“Service standard-related eligible disputes formed the largest number of disputes received by Sidrec by nature of claim in 2021.”

Of the 47 eligible disputes, 22 centred on service standard issues, 18 on market conduct and seven on practices and policies of providers of capital market products and services.

“Sidrec continued to forge ahead with the provision of online dispute resolution (ODR) services in the management of eligible disputes in 2021.

“This was to ensure that it continued to serve as an independent, impartial and effective body for the resolution of monetary disputes in the capital market in Malaysia following sustained movement restrictions due to the Covid-19 pandemic,” it said.

Sidrec is a body approved by the Securities Commission to handle capital market-related monetary disputes between individuals or sole proprietors and providers of capital market products and services who are Sidrec members.

Despite the Covid-19 movement restrictions, Sidrec chief executive officer Sharmila Sharma said it had mediated 17 disputes in 2021, which was one of the highest in any given year since its inception.

“ODR has not merely been a means for Sidrec to overcome the challenges posed by the pandemic, it also increased the accessibility of Sidrec’s dispute resolution services to retail investors in the Malaysian capital market across the country and even abroad.

“To this end, Sidrec will continue to refine the measures that have already been put in place in 2020 and 2021 to ensure that ODR continues to be robust and sustainable over time,” she said.

PETALING JAYA: Most employers in Malaysia expect business activity levels to increase in the next 12 months, based on findings of the Hays Asia Salary Guide 2022.

Hays, a specialist recruitment company, noted that 74% of employers in the country believe business activity would increase in 2022, which is the highest in the region.

It said fewer hiring freezes were also reported for the year, with 75% of employers saying none have been planned.

Last year, nearly half of the employers surveyed said they had initiated a hiring freeze at their organisations.

Now in its 15th edition, the guide compiles and presents salary and sector overviews based on real data and a survey of skilled professionals across China, Hong Kong, Japan, Malaysia and Singapore. Over 9,500 responses were collected between October and November 2021.

Tom Osborne, managing director of Hays Malaysia, said in a statement: “The pandemic has severely impacted business activity across various sectors over the last two years.

“Fortunately, the Malaysian economy is now on the road to recovery and despite ongoing challenges, we see a growing optimism among employers.”

Accordingly, half of the employers surveyed planned to increase their permanent headcount in the next 12 months and are putting in place candidate attraction tactics, such as increasing compensation.

Along with China, employers in Malaysia are planning for larger salary increments at an average of between 3% and 6%. Average increments for all other regions are expected to peak at 3%.

Osborne added: “While job seekers are prioritising compensation after two years of suppressed wages, employers should be aware of the fact that there are other factors that would come into play.

“Seeking new challenges, better healthcare insurance and allowance, as well as career progression were all top motivators for Malaysians looking to change jobs.”

For jobseekers, he emphasised the importance of skills development.

“Employer responses tell us that they value technical, analytical and management skills highly, alongside soft skills like communications skills, problem solving skills and teamwork. Candidates who focus on developing such skills will certainly see an advantage in securing a role,” Osborne noted.

KUALA LUMPUR: The Malaysian economy is expected to improve further, with growth projected to be between 5.3% and 6.3% in 2022.

In 2021, Malaysia's gross domestic product expanded by 3.1%.

According to Bank Negara’s Economic and Monetary Review 2021 released today, the economic recovery is underpinned by the continued expansion in external demand, full upliftment of containment measures, reopening of international borders, and further Improvement in labour market conditions.

In addition, the implementation of investment projects and targeted policy measures will provide further support to economic activity and aggregate demand.

The central bank also said in 2022, PPP-weighted global growth and Malaysia’s export-weighted global growth are projected to expand between 3.8% and 4.3%, and between 4.0% and 4.5%, respectively.

The improvement in labour market conditions amid the progressive reopening of economies over the past year is expected to facilitate recovery in private sector activity in 2022.

The impact of resurgences of Covid-19 remains a key risk but is expected to be smaller in 2022 than in 2020 and 2021 due to factors such as continued good progress in vaccinations, among others.

Nevertheless, it said the ongoing military conflict in Ukraine is expected to weigh on global growth.

Spillovers would stem mainly from disruptions in commodity supply, leading to higher commodity prices and inflation which could raise cost pressures on firms and lower real income for households.

The central bank said global inflation is projected to rise and remain elevated in 2022, driven by higher energy and commodity prices and ongoing disruptions in the global supply chain in an environment of sustained demand recovery.

Amid continued strength in inflationary pressures globally, a further normalisation of monetary policy is anticipated in 2022 for most central banks in both AEs and EMEs.

Nonetheless, the pace and magnitude of monetary policy normalisation remain uncertain, as they depend largely on the persistence of inflationary pressures and the strength of the recovery in the economy and labour market.

It noted that the balance of risks to global growth remains tilted to the downside, amid heightened geopolitical tensions and continued uncertainties surrounding Covid-19.

The main risk to growth arises from a potential reimposition of strict containment measures in the event of a Covid-19 resurgence due to severe and vaccine-resistant Variants of Concern (VOCs).

This could result in higher and more persistent inflation, which extreme weather conditions and disruptions in the production of commodities could exacerbate.

Downside risks also arise from slower-than-expected recovery in China and worsening geopolitical conflicts, particularly if the conflict in Ukraine continues to escalate further and is prolonged, or if trade and financial sanctions are intensified.

Moreover, tighter global financial conditions risk sharp capital outflows, which could lead to disorderly exchange rate adjustments and the unwinding of prevailing financial sector imbalances.

Nevertheless, there are upside risks to global growth, arising from a faster and wider rollout of Covid-19 vaccines, new treatment options for Covid-19 infections, and additional fiscal support particularly in AEs.

Bank Negara said as economic activity picks up, the unemployment rate is expected to decline further in 2022 to around 4% of the labour force.

The recovery in the labour market will be further supported by targeted measures to boost labour demand, facilitate re-skilling and up-skilling and reduce labour market frictions.

A sustained recovery in employment and income is expected to drive an improvement in household spending.

Additionally, progress in vaccinations and upliftment of containment measures will lead to an improvement in consumer confidence and some materialisation of pent-up demand.

As a result, private consumption is expected to grow by 9.0% (2021:1.9%). Private investment is also expected to recover, growing by 5.3% (2021:2.6%), supported by the continued expansion in global demand and the implementation of new and ongoing investment projects.

Bank Negara Governor Tan Sri Nor Shamsiah Mohd Yunus

KUALA LUMPUR: Malaysia must prioritise structural reforms, with emphasis on aspects of sustainability, digitalisation and inclusivity to enhance the economy and resilience for future jobs, while raising capabilities for future competitiveness, said Bank Negara Malaysia (BNM) today.

Governor Tan Sri Nor Shamsiah Mohd Yunus said these aspects should be embedded in key reform areas, which include strengthening innovation capacity, improving active labour market policy and social protection system as well as enhancing economic complexity.

"These are priorities that we need to seriously look at in terms of how we should be moving on these fronts.

"The 12th Malaysia Plan and even Budget 2022 have highlighted initiatives to accelerate an innovation-driven, green-led growth and to also catalyse high-impact industries as well as strengthen digital capabilities.

"We have seen progress in these, but we need to apply greater emphasis on accelerating the implementation of these plans,” she said during a virtual media briefing, held in conjunction with the publication of BNM’s Annual Report 2021, Economic and Monetary Review 2021 and Financial Stability Review for the second half of 2021.

Nor Shamsiah said that there are opportunities present in every crisis, and the country must maintain its focus on the timely execution of structural reforms to secure durable growth and ensure future economic resiliency.

She pointed out that the COVID-19 pandemic highlighted the urgent need to reform the social protection system.

"It needs to start now," she added. - Bernama

Pasukhas boleh buat tawaran. Projek Hidro elektrik pasukhas juga Di Kelantan :) lagipun Ada kemudahan Sukuk rm200 juta :)

KOTA BHARU (March 30): The Kelantan government has cancelled the forest plantation contracts involving an area of 12,000 hectares, after the companies that signed the agreements failed to deliver.

Menteri Besar Datuk Ahmad Yakob said, apart from that, the state government also forfeited their deposits and imposed fines against the irresponsible companies.

"We are opening new tenders to companies that are keen on redeveloping the project," he said when answering a supplementary question from Datuk Mohd Adhan Kechik (BN-Bukit Bunga) at the 14th Kelantan State Assembly sitting here on Wednesday (March 30).

Mohd Adhan wanted to know the size of the area that had been allocated by the government for the forest plantation project.

Ahmad, who is also the Pasir Pekan assemblyman, said a total of 199,000 hectares of the Forest Plantation Development Zone in the Permanent Forest Reserve (HSK) in Kelantan had been approved by the National Land Council meeting on Aug 9, 2012.

Usah bimbang macam pasukhas :)

Tiga mentrei PAS. Sekarang pun tiga menteri PAS. Ada beberapa timbalan menteri PAS.
