PETALING JAYA: Former Umno supreme council member and deputy finance minister Datuk Dr Awang Adek Hussin (pic) has been appointed to lead the Securities Commission (SC).

His appointment came as the current chairman, Datuk Syed Zaid Syed Jaffar Albar, surprisingly tendered his resignation merely six months after his term was extended for a three-year period.

Syed Zaid decided to step down at a time when the SC is battling issues particularly surrounding Serba Dinamik Holdings Bhd.

The SC, following a decision by the Attorney General Chambers, had compounded directors of Serba Dinamik after initially charging them in court for breaching capital market laws.

The SC reportedly extended the deadline for the directors of Serba Dinamik to pay their compounds up to two weeks. The initial deadline was yesterday.

In a statement yesterday, the Minister of Finance said Awang Adek will be the new executive chairman for a three-year period from June 1, 2022 till May 31, 2025.

Awang Adek was appointed in accordance with Section 4(2) of the Securities Commission Act 1994 [Act 498], according to the statement by the ministry.

Awang Adek is currently the chairman of Main Market-listed PRG Holdings Bhd – a position which he has held since August 2017, according to PRG’s website.

At the time of writing yesterday, PRG had not announced to the stock exchange about Awang Adek’s resignation following news of his appointment. Awang Adek has one more month before he assumes his new role in the SC.

An Umno Kelantan veteran, Awang Adek is not entirely alien to the SC as he had previously served as director on the capital market regulator’s board.

He was also formerly an assistant governor in Bank Negara between 1998 and 2001.

The Finance Ministry said Awang Adek has vast experience in the capital markets and Islamic finance.

Among others, he previously served as the chairman of Tenaga Nasional Bhd, Malaysian ambassador to the United States, the first director-general of the Labuan Offshore Financial Services Authority and was the deputy finance minister from 2006 to 2013.

Awang Adek holds a doctorate degree in economics from the University of Pennsylvania, US.

“With the vast experience, the Finance Ministry is confident that Datuk Dr Awang Adek is able to make an outstanding contribution to ensure that the SC achieves its goal to be a high-performing organisation.

“The Finance Ministry would like to express its appreciation and thanks for the contributions and service of Datuk Syed Zaid Syed Jaffar Albar as SC executive chairman from Nov 1, 2018, to May 30, 2022,” stated the ministry.

The Board believe that with the continuous growth in the Energy Utilities Services and Power
Generation segment will contribute positively to the financial performance of the Group. The
Renewable Energy, i.e. energy utilities services and power generation business, with the long
term stable income stream derived from the energy utilities services continue to contribute
positively to long term revenue and profits of the Group. On top of the above, the Group will kick
start its development project and expand into River Sand Extraction cum Trading segment in the
near future

Revenue for the year comprises of RM70.919 million (2020: RM0.998 million) contributed by Civil
Engineering & Construction Services, RM4.887 million (2020: RM4.662 million) by Renewable
Energy and Rental, the remaining revenue are contributed from Mechanical Engineering services
and Manufacturing of LV Switchboards. Gross Operating Profit for the year was RM6.825 million
(2020: RM3.182 million), of which RM2.602 million was mainly from Renewable Energy. The
remaining gross profits are mainly contributed from Mechanical & Engineering Services and
Manufacturing of LV Switchboards

Nevertheless, the Group remains reasonably optimistic as it will continue to leverage on its
clients base, internal strength and marketing efforts to secure new contracts from both local and
overseas clients. With its solid foundation, and keen eye for integrating suitable acquisition and
mergers into its expansion, the Group is expected to maintain sustainable growth and improved
profitability for the foreseeable financial years.

To fund the said projects and expansion, on 17 March 2021, the Group announced the
undertaking of proposed consolidation of every 10 existing ordinary shares in Pasukhas
(“Pasukhas Shares” or “Shares”) into 1 Pasukhas Share (“Consolidated Share”) (“Proposed
Share Consolidation”); and proposed renounceable rights issue of up to 992,394,438 new
Shares (“Rights Shares”) together with up to 578,896,755 free detachable warrants in Pasukhas
(“Warrants A”) on the basis of 12 Rights Shares together with 7 free Warrants A for every 2
existing Consolidated Shares held by the entitled shareholders on an entitlement date to be
determined (“Entitled Shareholders”) (“Right Entitlement Date”) (“Proposed Rights Issue with
Warrants”). The Right Issue with Warrants has completed on 21 July 2021 following the listing
and quotation.
In addition, on 2 April 2021, the Group had introduced the first maiden development project to
public during the Ground-breaking Ceremony which officiated by YB Dato’ Sri Ismail Sabri Bin
Yaakob, Senior Minister (Security Cluster).
This project had entered by Pasukhas Development Sdn. Bhd. (“PDSB”) (a wholly-owned
subsidiary of the Company) through Joint Venture Agreement (“JVA”) with Yayasan on 9 June
2017. Pursuant to the JVA, PDSB will undertake Yayasan Project as the Yayasan Project owner.
PDSB shall be responsible for undertaking and implementing the entire development project on
a total package basis from initial conceptual studies through the detail design and construction
phase to the completion thereof. Further information on the roles and responsibility of PDSB are
set out in the circular to Shareholders dated 20 July 2018.

The development project located off Jalan Tun Razak, Kuala Lumpur. The development project
has an estimated gross development value of RM336 million and gross development profit of
RM79 million, after deducting gross development costs of approximately RM257 million. PDSB
shall be effectively entitled to the whole gross development profit of RM79 million from
development project. The development project is estimated to have a gross built-up area of
approximately 644,000 square feet with a net floor area of approximately 355,000 square feet
comprising the following:-
(a) 224 units of serviced apartments with built-up areas ranging from approximately 640 square
feet to 4,400 square feet, spread out over 32 storeys;
(b) 1 basement car park comprising 42 car park lots;
(c) an 8-storey podium comprising 2 storeys of commercial centres with a net floor area of
approximately 12,000 square feet and 6 storeys containing a total of 607 car park lots;
(d) 9 storeys of commercial offices with a net floor area of approximately 93,000 square feet;
and
(e) facilities including prayer room, multi-purpose hall, meeting room, childcare centre,
kindergarten, laundry, reading room, indoor games room, gymnasium, computer room,
hawker centre, workers’ recreational space, medical treatment room, taxi-waiting area and
other related amenities.
Apart from that, during the year Pasukhas has bagged a building and external works contract by
Famous Ambience Sdn Bhd worth RM77 million. The contract involved the construction of a new
age commercial smart building on a piece of prime real estate in Jalan Tun Razak, at the heart of
the city centre. The commercial building houses an underground two-level car park space to
address the growing demand for car park spaces in the densely populated area. The construction
is scheduled to be completed entirely by November 2022.
Nonetheless, the Group will continue to focus and review its strategies to improve the cost, quality
and delivery of its products and services as well as overall operational efficiencies in order to
remain competitive in the industries the Group operate in.

(b) On 17 March 2021, the Company proposed to undertake a Proposed Share Consolidation
involving the consolidation of every 10 existing ordinary shares in the Company into 1
(“Consolidated Shares”). The issued share capital of the Company comprises
1,653,990,732 shares. Pursuant to the Proposed Share Consolidation, the 1,653,990,732
shares will be consolidated into 165,399,073 Consolidated Shares.
Bursa Malaysia Securities Berhad had vide its letter dated 23 April 2021, approve the
Proposed Share Consolidation and the listing of and quotation for up to 165,339,073
Consolidated Shares. On 25 May 2021, the Company announced that the entitlement date
for the Proposed Share Consolidation is on 10 June 2021.
The 165,339,073 Consolidated Shares were listed and quoted on the ACE Market of Bursa
Malaysia Securities Berhad on 11 June 2021.
(c) On 17 March 2021, the Company proposed renounceable rights issue of up to 992,394,438
new Shares (“Rights Shares”) together with up to 578,896,755 free detachable warrants in

Bursa Malaysia Securities Berhad had, vide its letter dated 2 December 2021, approved the

231,477,700 Placement Shares were listed and quoted on the ACE Market of Bursa

KUALA LUMPUR (May 1): The wearing of face masks outside buildings and in open spaces is no longer compulsory beginning from Sunday, but remains compulsory indoors and in public transportation, including e-hailing vehicles.

Also, the scanning of QR codes using the MySejahtera app as a standard operating procedure (SOP) for registering entry into premises is no longer mandatory from Sunday.

Checks by Bernama indicated that most Malaysians chose to continue as before and were rather hesitant to stop the practice.

In Kuala Lumpur, checks at KLCC Park found that many visitors there were still wearing face masks, as according to Edison Yap, 34, a visitor, not wearing face masks in public areas was still awkward.

He was spending his Labour Day holiday with his wife and child at the park and said that they all chose to continue wearing face masks as they were already used to it.

In Selangor, checks at the farmers' market in Section 13, Shah Alam revealed most visitors were wearing face masks in public and there were still some who were scanning QR codes using their MySejahtera app.

Ahmad Fakharudin Abdul Halim, 26, who was visiting the market, said he had forgotten all about the easing of the restrictions as it had been a compulsory measure for so long, adding that it was no longer a burden after two years of compliance. He noted that the easing of controls would bring relief to Malaysians as it showed that the country was on the path towards recovery.

Things were also the same in Johor, as the public were still wearing their face masks during checks at Larkin Sentral bus station.

Hasnah Ali, 74, and Mohd Yusoff Abdullah, 75, said when met there that it was important for them to wear face masks due to their age, a factor that might increase the risk of being infected by diseases.

In Kelantan, a check at a bazaar held in an open area in Kota Bharu saw the public all masked up as they shopped.

Mohd Zulhafiz Rosman, 31, who was busy shopping for Raya, said although the government no longer mandated the wearing of face masks in open places, he would continue to wear it to protect himself.

In Melaka, checks at a shopping mall in Ayer Keroh revealed the same situation and in Penang, not only were the public wearing face masks, but business premises kept their MySejahtera QR code on display as well.

Grocery store owner Anwar Sadat, 42, said he would continue displaying the MySejahtera QR code for now as a precautionary measure.

"Whether customers want to scan or not, it's up to them. I also make face masks compulsory in my store," he added.

Dulu lain, sekarang lain. Dulu tiada projek yayasan ATM-pasukhas di KL, tiada RM100juta++ tunai untuk pelaburan, tiada projek membina bangunan di KL untuk Focus ~RM77juta, kilang glove untuk AT sebanyak RM30juta, projek korek pasir di Pahang, dll.

KUALA LUMPUR: The ringgit is sharply higher against the US dollar in the early session today amid a significant increase in the US Federal Fund Rate (FFR) of 50 basis points.

At 9.04 am, the local note was pegged at 4.3360/3400 versus the greenback from Friday’s close of 4.3520/3570.

The currency market was on a three-day break from Monday for Aidilfitri celebrations.

Bank Islam Malaysia Bhd chief economist Mohd Afzanizam Abdul Rashid said the US Federal Reserve's (Fed) decision cleared the path for the currency market as it has (aligned) and would normalise its benchmark rate and reduce its balance sheet size.

"In that sense, it has been clearly communicated to the public and therefore, will facilitate their decision making.

"As for the ringgit, we believe it might appreciate around RM4.33 to RM4.34 as the currency has been deeply oversold against the US dollar. So, we think the ringgit is poised for an appreciation today,” he told Bernama.

Meanwhile, the ringgit was traded mixed against a basket of major currencies.

It appreciated against the Singapore dollar to 3.1551/1582 from Friday’s close of 3.1543/1584 and increased vis-a-vis the British pound to 5.4677/4727 from 5.4652/4715.

The local note fell versus the Japanese yen to 3579/3612 from 3.3392/3433 and was flat against the euro at 4.6018/6060 from 4.6018/6071. - Bernama

KUALA LUMPUR: The domestic market surged after a strong showing on Wall Street overnight as the Federal Reserve raised rates by 50 basis points and assured investors that future rate hikes will likely not go any higher.

The major US indices surged between 2.8% and 3.2% on the decision as investors had braced for potential rate hikes of 75 basis points and more as the Fed attempts to rein in soaring inflation.

"As the US Federal Chair eased the concern over a more aggressive rate hikes outlook, we foresee the big surge on Wall Street overnight may spill over to the stocks on the local front.

"Despite the worries of the Covid-19 lockdown in China would slowdown the economic growth, we believe the elevated commodity prices may provide support for the respective sector at least for the upcoming reporting season," said Malacca Securities research in a note.

At 9.05am, the FBM KLCI was up 10.07 points to 1,610.5, after easing off its opening of 1,614.34 points.

The biggest jump was seen in Petronas Chemicals, which climbed 38 sen to RM10.60 as the stock played catch up to rising crude oil prices over the Aidilfitri holiday.

Brent crude was firm above US$110 a barrel on news of the EU potentially banning imports of crude from Russia, while crude palm oil surged past RM7,600 per tonne.

Plantation counters were mostly up, lead by Sime Darby Plantation gaining six sne to RM5.30, IOI rising five sen to RM4.72 and KL Kepong shedding four sen to RM29.42.

Financial counters rose on the interest rate hikes with Maybank gaining two sen to RM9.09, Public Bank rising three sne to RM4.72, CIMB climbing eight sen to RM5.28 and Hong Leong Bank adding eight sen to RM21.06.

On the actives list PUC was down 0.5 sen to seven sen, Bina Puri flat at five sen and Dunacia falling 0.5 sen to 13.5 sen.

KUALA LUMPUR (May 5): Shareholders of Computer Forms (Malaysia) Bhd have been told to reject the takeover bid by Datuk Seri Dr Jacky Pang Chow Huat, who is the founder and managing director of Sanichi Technology Bhd, as the offer price of 60 sen per share is both deemed as "not fair" and "not reasonable" by independent adviser MainStreet Advisers Sdn Bhd.

MainStreet Advisers deems the offer price as "not fair" as it represents a discount of between 14.2 sen (19.14%) and 22 sen (26.83%) to the five-day, one-month, three-month, six-month and one-year volume weighted average market prices (VWAMPs) of Computer Forms shares (adjusted for the bonus issue and special interim dividend) up to March 30.

I think someone also caused the crash of penny stocks in Malaysia recently. Once caught and jailed, penny stocks will recovered speedily. Fingers crossed :)

SINGAPORE (The Straits Times/Asia News Network): Malaysian businessman John Soh Chee Wen and his girlfriend Quah Su-Ling were convicted as masterminds of Singapore's most serious case of market manipulation that wiped out more than S$8 billion from the Singapore stock market in October 2013, the High Court ruled on Thursday afternoon (May 5).

High Court judge Hoo Sheau Peng convicted Soh on 180 market manipulation, cheating and witness tampering charges and a majority of deception charges.

Soh, 62, who looked visibly thinner, has been in remand since November 2016 and faced a total of 188 charges.

Quah, 57, was convicted of 169 market manipulation and cheating charges, and a majority of deception charges. The former chief executive of Ipco (now renamed Renaissance United) is out on bail of $4 million and faced a total of 177 charges.

Both were acquitted of eight deception charges.

Their sentencing will take place at a later date.
