KUALA LUMPUR (Sept 9): There is a possible overhang for the construction sector amid the looming 15th general election (GE15), said RHB Research.

“De-risking activity could intensify as we approach closer to the upcoming general election with market talk suggesting that GE15 could happen as early as 4Q22 (fourth quarter of 2022) after the tabling of the 2023 budget was brought forward to Oct 7 (from Oct 28).

“Nevertheless, re-rating catalysts for the sector could arise after GE15. Assuming no substantial changes in policies take place post GE15, such [a] situation could bode well for ongoing and future project implementation,” the research house said in a note on Friday (Sept 9).

It noted that a negative outcome would be a hung Parliament, which could fuel uncertainty for the sector’s prospects.

“We like names from the small and mid-cap construction space such as Kerjaya Prospek Group Bhd and Sunway Construction Group Bhd. Overall, we believe they have supportive catalysts, backed by stable orderbook replenishment rates, and robust balance sheets,” it added.

On the other hand, RHB said a pre-election pump priming theme could materialise but may be skewed more towards smaller scale contractors.

It said the government’s limited fiscal headroom is evident from the ratio of government debt to gross domestic product of 63.8% at the end of June 2022, compared with 63.4% at the end of December 2021.

Large-scale projects could still be announced but would need private funding arrangements, said RHB.

“However, the risk of low private sector construction participation could increase if contractors, with previously strong balance sheets, could no longer accommodate such funding requirements if they take up more projects further down the road,” it said.

PETALING JAYA: LBS Bina Group Bhd dipilih sebagai penerima Anugerah Syarikat Pengurusan Terbaik (Malaysia) 2022 oleh firma perunding global terkemuka Deloitte.

Anugerah telah disampaikan oleh Ketua Pegawai Eksekutif Deloitte SEA, Philip Yuen kepada Pengarah Urusan dan Ketua Pegawai Eksekutif, LBS Bina Group, Datuk Wira Joey Lim Hock Guan pada majlis yang diadakan di Hotel Sunway Resort, kelmarin.

LBS dalam satu kenyataan berkata, ia sangat berbesar hati menerima anugerah daripada Deloitte.

"Sebagai pemaju perumahan rakyat, matlamat kami adalah untuk sentiasa mengutamakan orang ramai. Kami ingin menyediakan perumahan kepada seluruh rakyat Malaysia di samping memberi nilai kepada komuniti.

"Kami tidak mampu ke tahap ini tanpa tulang belakang yang kuat dalam kalangan tenaga kerja LBS. Penghargaan dan pengiktirafan ini adalah inspirasi untuk kami terus berusaha menjadi lebih baik dan progresif," katanya.

Anugerah Syarikat Pengurusan Terbaik Deloitte adalah sebuah program anugerah perniagaan yang terkemuka dan dianjurkan di lebih 37 negara sejak 1993.

Ia mengiktiraf syarikat tempatan milik persendirian (termasuk entiti yang tersenarai dengan saham majoriti yang dipegang secara persendirian) di atas kecemerlangan organisasi dan sumbangan mereka kepada ekonomi.

Pengarah Eksekutif LBS, Datuk Cynthia Lim, berkata 70 peratus tenaga kerja di LBS hari ini berumur 40 tahun ke bawah.

"Kami sedar bahawa tenaga kerja kami terdiri daripada pelbagai generasi dan setiap daripada mereka mempunyai ideologi dan pemikiran yang tersendiri.

Di samping itu, panel juri turut kagum dengan prestasi LBS yang kukuh meskipun persekitaran dan komitmen yang mencabar terhadap ahli lembaga, tanggungjawab sosial korporat (CSR) dan juga laporan penilaian kemampanan.

Juri dilihat menantikan perkembangan berterusan LBS pada tahun-tahun akan datang.

Sementara itu, Hock Guan berkata: "Saya sangat berbesar hati untuk menerima anugerah ini bagi pihak LBS. Kami ingin merakamkan penghargaan dan ucapan terima kasih kepada barisan para juri yang dihormati dan Deloitte. PETALING JAYA (Sept 13): The Edge Communications Sdn Bhd's former editor-in-chief Ahmad Azam Mohd Aris has been charged with criminal defamation over two news reports on the abnormal surge in penny stocks in 2020 and 2021.

Ahmad Azam has been charged in two cases in the Petaling Jaya Magistrate's Court, while contributing editor Shanmugam Murugasu was named in one of them.

These cases were being heard before magistrates Nurshahira Abdul Salim and Zhafran Rahim Hamzah, and Ahmad Azam pleaded not guilty to all charges for allegedly tarnishing the reputation of Datuk Kua Khai Shyuan, DGB Asia Bhd, Trive Property Group Bhd, Metronic Global Bhd and MNC Wireless Bhd.

Shanmugam was not in Malaysia when these charges were pressed, hence Nurshahira granted a discharge not amounting to acquittal until he is back in the country.

Deputy public prosecutors Siti Maryam Jamilah Md Kamal and Farhanah Fuad Mohamad Faiz both proposed RM8,000 bail for each case, charged under Section 500 of the Penal Code.

Defence counsel Rajsurian Pillai told the magistrates that these are not arrestable cases, and Ahmad Azam was able to attend to the proceedings on Tuesday (Sept 13), despite only being informed of the charges at 6.30pm on Monday.

Hence, Rajsurian requested bail without surety or the lowest possible bail of RM500 to RM1,000 for Ahmad Azam as it is not a punishment for the accused, while the investigator has not encountered any issue over the course of the investigation so far.

Nurshahira allowed a bail of RM500 with one bailor, while Zhafran allowed a bail of RM2,500 with one bailor.

The Edge editor-in-chief Kathy Fong acted as the bailor for Ahmad Azam.

Both magistrates fixed Nov 22 as the next case management date.
