无反弹迹象

陈玉麟估计，综指下半年走势艰难，恐怕无望再回到1896点的高峰水平，若爆发贸易战，综指还可能会跌破1600点。

“外资一直在卖，只靠本地机构是很难支撑综指的表现。”

离场观望

基于下半年股市展望惨兮兮，冯廷秀建议投资者先站在场边观望。

“我们不像雇员公积金局，投资是必做的事情，因此如果没有必要，就先暂时不要投资。”

他说，投资者都在等待下个转捩点，等待股市复苏，但目前似乎还看不到踪影。

周五，综指以1665.04点开跑后，随即跌至1664.69点的全天最低点。

惟随后逐步攀涨，在上午11点05分，突破1700点的门槛，写下1701.65点的全天最高水平。

午盘后，综指呈窄幅波动格局，最后收在1691.50点，全天大涨25.82点，或1.55%。但全周而言，综指仍滑落2.65点，或0.16%。

针对周五走势，冯廷秀和陈玉麟均认为，这是季度的橱窗粉饰效应，好让次季划下一个完美的句点。

（吉隆坡4日讯）由于希盟政府撤销或搁置许多大型建筑工程，因此，分析员估计，今年本地建筑合约只有150亿令吉，比2017年及2016年的290亿及560亿令吉，大幅减少48%及73%。

根据丰隆投资银行分析员的统计，在今年第二季颁发的本地建筑工程合约总值为41亿令吉，按季挫跌10%，按年也减少了2%。

该名分析员认为，建筑工程合约按季大减，归咎于我国在第14届大选出现了新的联邦政府，并且致力检讨所有大型建筑工程项目。

在第二季，几乎看不到大型的建筑合约，只有1项合约价值超过4亿令吉，即关丹废物处理厂及管道工程。

相对的，在今年首季以及去年末季的本地建筑合约，分别则达46亿令吉和109亿令吉，主要是轻快铁3以及捷运2的剩余工程。

总结上半年，已颁发的本地建筑工程合约总值达87亿令吉，按年减少18%。

另外，令人惊讶的是，在第二季里完全没有源自海外的建筑工程合约，促使海外合约在上半年只有1.49亿令吉，按年挫跌87%。



料积极竞标海外工程

“未来，我们不排除业者会更加积极地竞标海外合约，尤其是在本地合约趋向枯竭的情况。”

目前，马新高铁（总值600至700亿令吉）以及捷运3（总值400亿令吉）的工程已经被撤销，至于东海岸铁路则将会重新洽谈以便降低成本。

此外，也有消息透露，进行中的工程例如捷运2（价值320亿令吉）和轻快铁3（价值120亿令吉）的工程配套，可能会被冲重新评估，以便降低建造成本。

“根据我们估计，随着新政府的检讨行动，约有1050亿令吉的本地建筑工程合约，在未来2年将会被撤销。”

因此，分析员预计今年的本地建筑工程合约总值大概只会有150亿令吉，比2017年（290亿令吉）及2016年（560亿令吉）的大幅减少。



本地市况短期没改善

在希盟政府上台及检讨大型工程后，分析员仍然给予建筑领域“中和”的投资评级。

“然而，本地建筑领域的实况估计会充满挑战，我们也不认为在短期内会有明显的改善。”

尽管如此，经历了过去2年的合约旺季，手握大笔订单的建筑公司（平均达到上一年营业额的4.9倍）的盈利动能应该能够持续，虽然短期行业的展望仍低迷。

（吉隆坡4日讯）政府检讨大型发展工程，分析员估计两年内将有1059亿令吉工程撤销，建筑业一片凄风苦雨，全年新合约恐怕剩下150亿令吉左右，远低于2017年的290亿令吉和2016年的560亿令吉。

第二季上市建筑公司获颁的国内新建筑合约共41亿令吉，虽然按年增加2%，却比第一季少10%，上半年新合约仅有87亿令吉，也比前期低18%。新合约中仅有一项超过4亿令吉，即关丹污水处理站和水管合约。

丰隆研究指出，4至6月发放的建筑工程比1至3月少，主要归因于新政府取消隆新高铁和捷运三线（MRT3），并检讨东海岸衔接铁道（ECRL）、捷运二线（MRT2）和轻快铁三线（LRT3）。

今年第一季和去年第四季新合约分别是46亿和109亿令吉，多为轻快铁三线和捷运二线配套工程。

上半年海外新合约仅1.49亿
急降87%

外国业务方面，丰隆认为，虽然第二季建筑公司并未获得任何外国新合约，但随着国内建筑业增长减缓，相信建筑公司会更积极争取海外工程。总结上半年，海外新合约总值只有1亿4900万令吉，按年急降87%。

丰隆保持建筑业的“中和”评级，推荐买进的建筑股包括怡保工程（IJM,3336,主板建筑组）和双威建筑（SUNCON,5263,主板建筑组），目标价分别是2令吉23仙和2令吉37仙。“尽管短期内国内市场料无明显改善，但建筑公司过去两年接下可观合约，平均订单覆盖率达4.9倍，这有助于保持稳定获利。”

大马投行则调低建筑业评级至“中和”，只给予金轮企业（KIMLUN,5171,主板建筑组）“买进”评级，目标价1令吉61仙。

大马投行表示，如果政府决定推行公共工程减轻外围影响，将考虑调高建筑业评级至“加码”。万一已发放的工程取消，公共财务也不利推行基建项目，则可能降级至“减码”。
