In an interview with Swiss journalist Darius Rochebin, Chinese ambassador to France Lu Shaye said that former Soviet countries "have no effective status in international law."
“In international law, even these ex-Soviet Union countries do not have the effective status because there is no international agreement to materialize their status of a sovereign country,” he said.
“He denies the very existence of countries like Ukraine, Lithuania, Estonia, Kazakhstan, etc.,” Antoine Bondaz, a China expert at the Paris-based think-tank Foundation for Strategic Research, wrote on Twitter.
Also, when asked whether he thinks Crimea belongs to Ukraine, the ambassador said, "it depends on how you perceive the problem," adding that "it's not that simple." He also said Crimea was "Russian at the beginning," without specifying what he meant by beginning.
Ukraine has not yet commented on the issue.
Earlier this month, however, China’s Ambassador to the European Union, Fu Cong, downplayed the Russo-Chinese partnership. Despite China’s refusal to denounce the Russian aggression against Ukraine, Fu said that his homeland is not on Russia’s side of the war.
The Chinese ambassador added that the relationship between Beijing and Moscow has been “deliberately misinterpreted.”
He also has refuted the statement of U.S. Secretary of State Anthony Blinken from February this year that China considers supplying Russia with arms.
However, in March, the U.S. government confirmed that Chinese ammunition had been used in Ukraine, likely fired by the Russian forces.

Paris, Kyiv, Baltic states dismayed after China envoy questions Ukraine sovereignty
PARIS, April 23 (Reuters) - France, Ukraine and the Baltic states of Estonia, Latvia and Lithuania expressed dismay after China's ambassador in Paris questioned the sovereignty of former Soviet countries like Ukraine.
Asked about his position on whether Crimea is part of Ukraine or not, Chinese ambassador Lu Shaye said in an interview aired on French television on Friday that historically it was part of Russia and had been offered to Ukraine by former Soviet leader Nikita Khrushchev."These ex-USSR countries don't have actual status in international law because there is no international agreement to materialize their sovereign status," Shaye added.
France responded on Sunday by stating its "full solidarity" with all the allied countries affected, which it said had acquired their independence "after decades of oppression".
"On Ukraine specifically, it was internationally recognized within borders including Crimea in 1991 by the entire international community, including China," a foreign ministry spokesperson said.
The spokesperson added that China will have to clarify whether these comments reflect its position or not.
The three Baltic states and Ukraine, all formerly part of the Soviet Union, reacted along the same lines as France.
"It is strange to hear an absurd version of the 'history of Crimea' from a representative of a country that is scrupulous about its thousand-year history," Mykhailo Podolyak, a senior Ukrainian presidential aide, wrote on Twitter.
"If you want to be a major political player, do not parrot the propaganda of Russian outsiders."
China's foreign ministry did not immediately respond to a Reuters request for comment.

LUXEMBOURG, April 24 (Reuters) - China respects the status of former Soviet member states as sovereign nations, its foreign ministry said on Monday, distancing itself from comments by its envoy to Paris that triggered an uproar among European capitals.
Several European Union foreign ministers had said comments by ambassador Lu Shaye - in which he questioned the sovereignty of Ukraine and other former Soviet states - were unacceptable and had asked Beijing to clarify its stance. Asked if Lu's comments represented China's official position, foreign ministry spokesperson Mao Ning said that Beijing respected the status of the former Soviet member states as sovereign nations following the collapse of the Soviet Union.
Mao told a regular news briefing that it was her remarks on sovereignty that represented China's official government stance.
The Chinese embassy in Paris issued a statement later on Monday to say that Lu's comments on Ukraine "were not a political declaration but an expression of his personal views".Both statements, following the backlash, appeared to be an effort to ease the tension with the EU while Washington also cited growing closeness between Beijing and Moscow.
"Beijing has distanced itself from the unacceptable remarks by its ambassador," Josep Borrell told a news conference, saying it was "good news".
The French foreign ministry said it was "taking note" of Beijing's "clarifications" and that the minister's chief of staff had met with Lu on Monday, told him his comments were unacceptable and urged him to speak in a way "that is in line with his country's official stance."
Lu has earned himself a reputation as one of China's "wolf warrior" diplomats, so-called for their hawkish and abrasive style.

We write to raise to your attention our shared call for the French Government to take decisive steps in response to the aggressive comments made by Chinese Ambassador to France, Lu Shaye, which clearly violate international law and must be seen as a threat against the security of European partner countries of France.
Ambassador Lu Shaye asserted publicly that former Soviet Republics lacked effective status in international law, arguing specifically that there is "no international agreement to materialize their status." Such comments go well beyond the boundaries of acceptable diplomatic discourse. This is wolf warrior activity at its worst and should not go unanswered.
Aside from representing a profound insult to the history, culture, and fundamental integrity of the nations concerned, the Ambassador’s words seek to undermine the core principles upon which predictable diplomatic relations depend. It is not for China - or any other nation - to call into question the sovereignty of others. Sovereignty is not a diplomatic plaything, but the indispensable core of international relations, international law, and the United Nations Charter.
At a time when a war is raging in Europe as a result of Russia's assault on the territorial integrity of its neighbor Ukraine, it is imperative that the democratic world deliver an unequivocal message to authoritarian nations in defense of the sovereignty of our allies.
This is not the first time Ambassador Lu has made scandalous and derogatory remarks. He claimed recently that the Taiwanese people should be "re-educated" after coming under Beijing control. In recent memory the French Government has acted swiftly to expel diplomats who have acted inappropriately. It is therefore with precedent in mind that we call upon you to declare Ambassador Lu Shaye persona non grata immediately as a response to his completely unacceptable behavior.
We hope you will take these steps to underscore France's commitment to the central values which unite us not only in Europe but also with like-minded partners elsewhere.
CCP should keep this wolf warrior Ambassador so that will have more enemy than friends. CCP pets and evil supporters please do your job to convince the evil keep him long long time.
