In a state, there will be two groups. One who is successful and always progressing. Then there is the other group with mediocre capabilities who is always envious of the successful one. They form pacts to stunt progress and advancement instead of improving their skills They create devious obstacles so that the successful is permanently blocked. The mediocre blames the successful for their failure and its never their fault.
