Encik Muluk Bin Samad, a Malaysian, graduated with a Bachelor of Science in Business Administration from Indiana State University, Indiana USA. He obtained his Master of Business Administration (International Business) from University of New Haven, Connecticut USA. He also holds a Diploma in Business Studies from Institute Teknologi MARA, Shah Alam, Selangor which he obtained before he pursued his studies in the USA.
Working Experience
Encik Muluk Bin Samad is currently the Deputy Permanent Secretary (Management) of the State's Ministry of Finance. Prior to his appointment as the Deputy Permanent Secretary on 1st February 2010, he was the Deputy Director (Makro) of Economic Planning Unit, Chief Minister's Department. Before he joined the Chief Minister's Department, he was seconded to Sabah Electricity Sdn Bhd (SESB) as the General Manager, Corporate Affairs from 1st August 1999. Before he joined SESB, he served the State's Religious Affairs Department as the Assistant Director since 1st April 1996.
He began his career in 1980 as an Officer in Training and Career Department in Chief Minister's Department before he was seconded to the State's Islamic Council on 1st January 1986 where he served in various positions such as the Investment Assistant Officer, Finance Officer, Assistant Treasurer and thereafter as the Treasurer of the Council.
