BNM urged to clarify co-payment features for health insurance

BANK Negara Malaysia (BNM) has been called upon to provide clear guidance on the implementation of co-payment requirements for medical and health insurance and takaful (MHIT) products to alleviate consumer concerns, according to Health Minister Datuk Seri Dr Dzulkefly Ahmad.
 
Speaking in the Dewan Rakyat on Wednesday, Dr Dzulkefly pointed out the need for strategic communication from BNM to prevent public alarm. 
 
“Co-payment is under the jurisdiction of BNM. I feel it is important for it to issue a strategic communication, so that (the implementation) doesn’t cause alarm,” he stated.
 
 
Dr Dzulkefly also stressed the importance of ensuring that the new requirements do not unduly burden the public or healthcare facilities. He warned that without proper insurance coverage, more people might rely on public healthcare services.
 
“I am asking BNM for a clear explanation. We always want to be supportive as long as it doesn’t burden the people and healthcare facilities.
 
“If more people do not have insurance, they will have to make a beeline for (public) healthcare facilities.”
 
BNM recently announced that starting Sept 1, insurance companies must introduce medical and health policies featuring a co-payment option. This move aims to address the rising costs of medical care, which saw a 12.6% inflation rate last year, significantly higher than the global average of 5.6%.
 
Dr Dzulkefly acknowledged the challenge of medical inflation and urged private health facilities to provide value-based services.
 
“As a minister, I want value-based healthcare. (It should not be) ‘pay for service’ but ‘pay for outcome’ so that the (intention) of spending the money is achieved,” he explained.
 
He also highlighted the importance of transparency in drug pricing.
 
The issue was raised in response to a query from Kuala Nerus MP Datuk Dr Alias Razak, who questioned the government’s measures to curb medical inflation and whether an impact study had been conducted on the co-payment requirement. – July 17, 2024
