MMA calls for probe into unsecured surveillance at hospital

THE Malaysian Medical Association (MMA) has called on authorities to investigate claims that a government hospital’s surveillance system is unsecured, potentially exposing undressed patients.

These concerns follow a report by news portal Malaysiakini, which highlighted issues raised by staff at Sungai Buloh Hospital regarding cameras installed in its emergency department.

MMA president Dr Azizan Abdul Aziz noted the gravity of the allegations, citing the importance of patient privacy and demanding a prompt response from the government.

“We urge the authorities to immediately investigate the matter. Respecting patient privacy in healthcare is a sacred duty that underpins the trust and integrity of the medical profession,” Dr Azizan stated.

Hospital staff members have raised alarms about the surveillance system in the Trauma Unit, where medical personnel perform life-saving procedures that often require patients to be undressed. They alleged that the live feed from the cameras is unsecured and displayed on monitors visible to non-relevant staff and other patients.

Moreover, the Malaysian Centre for Constitutionalism and Human Rights (MCCHR) has also voiced concerns about the handling of personal data in government hospitals.

MCCHR chief human rights strategist Firdaus Husni pointed out the need for clear procedures in managing surveillance cameras and the recordings they produce.

“The Personal Data Protection Act 2010 only applies to commercial transactions and does not cover federal and state governments.

“However, this should not imply that government agencies are exempt from adhering to required standards and best practices in handling personal data.”

She further elaborated that government hospitals have a duty of care towards their patients to protect their data, dignity, and safety. This includes informing patients about the existence, operation, and purpose of the recordings.

Furthermore, the recordings should not be used for purposes other than those stated and access should be limited to minimise the risk of misuse. - Aug 1, 2024
