Let me tell you in general terms in a project. When the project owner is dissatisfied with the condition of the project, project owner have the right to ask the main contractor to complete it according to the specification until it fulfil all the condition precedents set in the agreement.

Hence, if we foresee the situation in the case, i am reasonably believe that the project owner is not satisfy with the progress of the main contractor that lead to delay for years.
