PetroChina is looking at retail and storage projects in Southeast Asia, Africa and South America, according to company sources.
NO QUOTAS FOR INDEPENDENT REFINERS
Independent refineries were not issued export quotas in the first round of allocation for 2018.
The quotas under the general trade route for 2018 were allocated to four state-owned oil companies -- CNPC, Sinopec, CNOOC and Sinochem -- and comprised 6.99 million mt of gasoil, 6.55 million mt of gasoline and 2.7 million mt of jet fuel.
"We will still attempt to apply for export quotas, but need to wait until the second quarter to see whether there is opportunity," said a source at an independent refinery in Shandong. "We believe the government will deregulate the market eventually," he added.
In 2016, 12 Chinese refiners that were not part of Sinopec, CNPC, Sinochem or CNOOC were granted export quotas under the processing trade route and exported a total of around 900,000 mt products. But in 2017 the government stopped issuing quotas to them.

"Under the new managed float system for RON95 petrol, pump prices would be determined by a 10-day average of fuel prices in international traded markets, plus fixed profit margins for refineries and retailers.
Pump prices will be reviewed on a monthly basis and there will no longer be a subsidy component under the new system.
The new fuel pricing mechanism was announced yesterday by the Domestic Trade, Cooperatives and Consumerism Minister Hasan Malek and is effective Dec 1.
The final pump price will be based on the Mean of Platts Singapore benchmark.
Hasan said if there is a significant change in prices in the first 19 days of each given month, then the average of the last 10 or 11 days of the month will be taken to calculate the final retail price.
Included in the final retail price on top of the Mean of Platts 10-day average is a fixed operational cost recovery factor, a fixed margin for oil companies and a fixed profit margin per unit for petrol dealers, a Pemandu director, Ku Kok Peng, explained.

Half of RAPID throughput will be used as feedstock for petrochemical.

The location enables easy transport of finished products to the market. The complex will cover an area of 2,000ha, and include a crude oil refinery and petrochemical complex capable of processing 300,000 barrels per day (bpd). These two projects will collectively produce 7.7 million tonnes per annum (Mtpa) of differentiated and speciality chemicals such as synthetic rubbers and high-grade polymers."

This type of refinery has a lower crack spread.
Therefore lower gross profit margin.
Most of the news reported by media were meant for this type of refinery.
That's why recently Petronm EPS is lower than HY.

Petronm PD does not has a catalytic cracker.
"Petron Malaysia plans to invest USD 3.5 billion to expand the capacity of its Port Dickson refinery in Malaysia by 90,000 barrels per day (bpd), which will boost its capacity to 178,000 bpd.
The complex is equipped with a crude distillation unit, a naphtha hydrotreating unit, two semi-regeneration reformer units, and a kerosene hydrotreating unit."

The Board of Directors of Hengyuan Refining Company Berhad (HRC), formerly known as Shell Refining Company (Federation of Malaya) Berhad, is pleased to announce that it has approved the investment for a Euro 4M mogas plant within its refining complex in Port Dickson.
The Euro 4M plant is an integrated complex, which has been designed to desulphurise the full range Cat Cracked Gasoline (CCG) produced by our Long Residue Catalytic Cracking Unit (LRCCU). The design uses a combination of hydro-processing and liquid-liquid extraction technology, commercially proven and licensed by reputable technology licensors. The technology is also being used successfully by Shandong Hengyuan Petrochemical Company Limited in its Shandong based refinery and chemical complex which produces Euro 6 grade mogas.
The plant will have a capacity of 1.15 million tonnes per annum. This investment ensures HRC is well placed to meet the Euro 4M mogas specifications mandated by the Malaysian regulatory authorities by 1 October 2018. The Euro 4M plant can be further upgraded to produce Euro 5M mogas when the specification change is mandated, which is expected to be from 2025 onwards. As such, this investment underpins HRC’s commitment to deliver high quality products to its customers and to long term sustainable refining in Malaysia.

The news only mentioned the 1.15m tonnes per annum is for the catalytic cracker.
It didn't said anything about the reformer.

The cracker is used to break heavy oil into gasoline.
More gasoline is produced actually.
