I personally will stock up as much as I could before the BI because I believe the price will continue to go up and up starting on the first day of the BI. Each incremental price change will have 3x impact on the value of the investment i.e 10 sen increase x 1000 = RM100 and after 10 sen x 3000 = RM300. Just my 2 cents.
