How can there be collection problem when loan payments are automatically deducted from civil servants monthly pay through ANGKASA? Do you mean the borrowers can default on their loan payments anyway they like?
Revenue should be stable from recurring income as loans take some years to pay. Press release of 2QR ending 30 Sept quoted the management as saying will be more focused on the personal loan financing segment as it is a dominant income earner resulting from higher fee income and growing loan base.

Received Annual Report 2016 yesterday. Financials steady and consistent over 5 years. Chairman's report confident, promising and company is shareholders-friendly. Intend to add position. Future performance is positive, need patience.

Whoever participates in this forum are supporters of RCECAP who directly or indirectly contribute to the strength of the stock. My personal view is, the more experienced and knowledgeable ones should gently and humbly guide the weaker ones to invest well. Cannot take Fund Managers words as gospel truth. These people usually mention a little bit here and a little bit there. They will keep something they don't want you to know under wraps. Otherwise, how are they going to preserve their rice bowls when investors start doing D.I.Y.? Common sense and logical reasoning will reveal to us for every success story there is a confluence of factors at work. For example, geopolitical market trends, market cycles, global and regional macroeconomics, etc. Speaking of George Soros, he has a baggage of some ethical deficits for which he is trying to compensate with his facade of charity funding. This ethical deficit is one reason why the renowned Jim Rogers left Quantum Fund after a short partnership with Soros.

Offer Price
The 2016 Rules now provide that for a mandatory offer arising from an arrangement, agreement or understanding to control, the offer price shall be the higher of:
(a) the highest price paid by the offeror or persons acting in concert, for the voting shares or voting rights of the offeree in the 6 months prior to the triggering of the mandatory offer obligations; or
This means that offerors now are prevented from making offer prices which are significantly lower than the market price.

SIGNIFICANT IMPLICATION - WEIGHTAGE ON SHAREHOLDERS INTEREST
The 2016 Rules and its notes creates more clarity and progressiveness in line with INCREASED SHAREHOLDER PROTECTION. This is a positive develop for take-overs in Malaysia.

Be patient. A newly-listed company in the ACE market less than a year old. The company needs some time to strategize and synergize its distribution network and optimizing its capital resources to generate exponential growth earnings under challenging economic times. Recent moves by the company requires a certain amount of 'gestation' time before profitable returns can be reaped.
Ask ourselves, why do we buy into KTC securities in the first place? Do we trust its business model and the company's vision and management? KTC's emergence is an iconic symbol of a success story of persevering victory over many years of challenging and competitive corporate struggles before it is finally taken to be listed in the market. I strongly believe and trust that, given due space of time, KTC will steadily grow and perform. (TBC)

Sheep, RCE Capital is a legitimate NON-BANK financial institution FULLY-LICENSED by Bank Negara to provide (consumer financing) loans to civil servants (only about 1% of the 1.6 million servants in the country) for many years.
The Edge Financial Daily, 22 Sept under headline "RCE Capital to See Healthy Earnings," quoted Maybank IB Research dated 20 Sept as saying that RCE has been tightening credit controls and improving its asset quality through CCRIS (Central Credit Reference Information System).
The efficient RCE Management has over the years been working very hard to put up with stiff competition with other financial services providers and to comply with the strict regulatory conditions imposed by Bank Negara.

Rainbow doesn't appear in the sky for no reason. Similarly, RCECAP share price didn't reach new high closing at RM1.26 yesterday for no reason.
The timely-engineered concoctions of ESS options, share buybacks, sale of Treasury shares plus a rosy coverage by Maybank IB Research dated Sept 20, 2016 which initiated buy call with increased TP RM1.60 were enough to push RCE to new dazzling heights!

Worst case scenario, that is until 31 Dec 2016, MAA is still unable to make appropriate acquisitions, the shareholders may be in for another bonanza dividend.
In CIRCULAR TO SHAREHOLDERS dated 6 June 2016, under Part A: 4. Utilisation of Proceeds - Notes (b) " Nevertheless, in the event the Group is unable to utilise the allocated proceeds [RM196,739 million] or identify any suitable and viable new businesses ... the proceeds allocated for future investment opportunities may be distributed back to the entitled shareholders of MAAG..."
Going by the generous dividends declared by MAA in previous years and its large cash reserves, this option is not a remote possibilty. Remember, during these challenging times acquisitions of 2 suitable businesses may be a challenging task as there are about 3 months left to the timeframe extension.
Extraordinary times call for extraordinary strategies.

WHY WILL RCECAP CONTINUE TO PERFORM?
Factor 6 - Consumer loan financing
RCECAP has a stable consumer loan base and is still growing. According to Mr Loh, this customer base is stable (1.6 million civil servants) because of their ability to repay their loans. Loan repayments are done through monthly pay deductions. Borrowers don't see them, meaning no see, no pain.
Household Debt to GDP ratio of 89.1% reveals Malaysians are borrowing a lot.

Up_down, I share the same views as you. RCECAP sterling performance is based on loan base of about 1% of the 1.6 million-strong civil servants. Where most competitors have shifted focus, there is still room for RCE growth. Owing to its unique size, RCE, as an investment bank put in, is SIMPLE BUT EFFECTIVE despite the risks of loan impairments.
