除了ptptn管理问题，其实我觉得很大的因素是国民的素质与责任感问题。。至少在我身边就有很多这样的人，例如坚决政府不好所以不还钱，认为学费就应该免费（完全无理当初签合同是同意“借贷”，以及无视ptptn借的钱多数是多于学费）。
与其怪政府，怪机构的问题，为何不想想问题也是出在国民本身。
