$44 Million Loss per Day | High-Speed Rail, the Gray Rhino Impacting China’s Economy | Ghost Rail
As of the end of 2020, China's high-speed rail operating mileage reached 37,900 kilometers, accounting for two-thirds of the world's total mileage, far ahead of other countries.
If you only look at the operating mileage and the speed, you’ll think China's made great achievements for the high-speed rail. But if you look on the other side, China's high-speed rail is also No.1 in terms of debt and operating losses, and has a detrimental impact on China's cargo transportation structure.
On August 31, China Railway released its financial results for the first half of 2021. Data show that in the first half of the year, the company achieved a revenue of 512.8 billion RMB, the net profit is a loss of 50.7 billion RMB, which is equivalent to a daily loss of 280 million RMB, or 44 Million USD. In the first half of last year, due to the impact of the pandemic, the company’s net loss was as high as 95.5 billion RMB.
As of June 30, China Railway’s total liabilities reached 5.8 trillion RMB, its total assets are 8.76 trillion, and the gearing ratio exceeds 66%. The construction of China's high-speed rail relies mainly on bond issuance and bank loans. As reported by China Newsweek in April this year, the pressure of debt repayment for China Railway has arrived.
Most of these bonds have a 5-year maturity term. Since 2021, the peak period of principal and interest repayment has come. At present, the cash flow of railway transportation revenue is not enough to cover operating costs, and China Railway’s daily operations still rely on financial subsidies, no need to even mention repaying debts and interest.
Many local governments have shouldered huge debts because of the high-speed rail construction.
The construction of high-speed rail projects in underdeveloped areas leads to high levels of the local government debt, while the low utilization rate and low operating income of high-speed rail will expose local governments to higher financial risks than China Railway Corporation.
The local government debt caused by the construction of high-speed rail is a black box, mixed with various types of local government liabilities, which have been estimated to be as high as 18.29 trillion RMB. In a previous video, we have talked about how serious local governments’ debts are, and it’s presumed that the construction of high-speed rail is also contributing a lot to the debt.
In addition, along with the construction of high-speed railways, there are the high-speed rail concept cities. These numerous unfinished projects have caused a great waste of farmland and social resources.
The design speed of China's high-speed railway is more than 200 kilometers per hour, and the maximum speed is 350 kilometers per hour. Public information shows that the weighted average unit cost of China's high-speed rail is: 129 million RMB/km for railways with a speed of 350 kilometers per hour; and 87 million RMB/km for speeds of 250 kilometers per hour.
In 2015, the transportation density of the Beijing-Shanghai high-speed rail was about 48 million passenger- kilometers, which was the highest in China's high-speed rails, while the Lanzhou - Xinjiang high-speed rail had the lowest transportation density, only about 2.3 million passenger-kilometers.
In addition, large-scale high-speed rail construction has severely distorted China's transportation structure.
Although the more high-speed railways are built, the more losses there are, Chinese officials have been increasing their efforts to build high-speed railways.
From top to lower levels, Chinese officials all attach importance to the so-called face-saving project.
In addition, the development of China's high-speed rail is also closely related to the Belt and Road initiative.
Now, China’s high-speed rail project not only seems to have failed to help realize its ambitions of global hegemony, it may also become a gray rhino that destroys China’s economy and eventually trigger a huge financial disaster.

WASHINGTON, Jan 4 — A divided nation will experience an ominous split-screen moment Thursday when President Joe Biden uses the anniversary of the January 6 attack on Congress to warn of threats to US democracy and Donald Trump goes live with his conspiracy theories.

One year after a mob of Trump supporters marched on Congress to try and prevent lawmakers from certifying Biden’s victory in the presidential election, political wounds remain far from healed.

Biden and Vice President Kamala Harris will reportedly speak from inside the Capitol, the setting during the unrest of almost unbelievable scenes as Trump supporters fought past police to invade the heart of US democracy.

As a veteran politician who came out of retirement to take on what he saw as Trump’s authoritarian presidency, Biden has often warned during his first year in the White House of an “existential” threat to political freedoms that until now most Americans took for granted.

His speech — part of a series of events on what Biden’s key ally, Democratic Speaker of the House Nancy Pelosi, says will be a “difficult day” — is set to take that warning to a new level.

But while Congress is holding a prayer vigil for what Biden has called “a dark moment,” Trump will be giving a press conference from his luxury property in Mar-a-Lago, Florida.

His message is likewise easy to predict. Despite losing by more than seven million votes to Biden, and despite losing multiple court challenges around the country, Trump continues to tout wild claims that the 2020 election was stolen.

And the accusations are only the most incendiary element of a broader attack against Biden on everything from immigration to Covid-19, all adding up to what looks very much like an as-yet undeclared bid to take back power in 2024.

It’s a campaign that Carl Tobias, a professor at the University of Richmond School of Law, calls “unprecedented in US history.”

“No former president has attempted to do so much to discredit his successor and the democratic process,” Tobias said.

What can Biden do?

However ludicrous the election conspiracy theory may be — one federal judge in Pennsylvania ruled Trump’s case “strained” and “speculative” — it is seen as truth by millions of Americans.

Polls consistently show that around 70 per cent of Republicans think Biden was elected illegitimately.

A new Washington Post-University of Maryland poll puts this number at 58 per cent. However, that same poll found that 40 per cent of Republicans, compared to 23 per cent of Democrats, believe violence against the government is justified sometimes.

Fighting what Trump, the master brander, popularizes as “the Steal,” has become a political ideology in its own right, with nearly all Republican lawmakers either squirming to avoid criticising what happened on January 6 — or actively defending the attack.

Lara Brown, director of the Graduate School of Political Management at George Washington University, said the combination of political grifters looking to get into Trump’s good books and the masses of voters deluded into believing what they’re told amounts to a considerable force.

“What is so frightful about where we are right now isn’t just that these are elite attacks, but they are being fuelled by a grass roots movement,” she said.

“It wasn’t just far-right win groups who had organised” on January 6, she said. “It was average, everyday Americans who had bought into this whole notion.”

It’s unclear what, if anything, Biden can do to change these dynamics.

Political scientist and Democratic pollster Rachel Bitecofer urged Biden to take on Trump more aggressively, rather than stick to pretending that the man Press Secretary Jen Psaki has referred to as “the former guy” no longer matters.

Biden “is not commemorating an event that ended. He is commemorating the event that is in process and threatens to get worse,” she said.

“There’s a real hesitancy to accept how virulent the right is in coming after democracy here.”

Brown said, however, that Biden has little room for maneuver, because a direct attack on Trump risks looking like a “political witch hunt” — exactly what the former president claims in his conspiracy theories.

The United States reported nearly 1 million new coronavirus infections on Monday, the highest daily tally of any country in the world and nearly double the previous U.S. peak set a week ago as the spread of the highly contagious Omicron variant showed no signs of slowing.

The number of hospitalized COVID-19 patients has risen nearly 50% in the last week and now exceeds 100,000, according to data collected by Reuters, marking the first time that threshold has been reached in a year.

The latest surge, which forced waves of cancellations from commercial airlines flights to Broadway shows in recent weeks, was disrupting plans for public schools to welcome students back from winter vacation. In Chicago, union leaders were urging teachers in the nation's third-largest school district to stay home as classrooms were reopening.

In Los Angeles County, the presiding judge of one of the country's largest court systems ordered a general two-week postponement of criminal trials due to the latest wave of COVID-19 infections.

Nationally, the United States has seen a daily average of 486,000 new cases over the last week, a rate that has doubled in seven days and far outstrips that of any other country.

The 978,856 new infections documented on Monday including some cases tallied on Saturday and Sunday, when many states do not report.

The average number of U.S. COVID-19 deaths has remained fairly steady throughout December and into early January at about 1,300 a day, according to a Reuters tally, though deaths typically lag behind case numbers and hospitalizations.

Omicron appears to be far more easily transmitted than previous iterations of the virus. The new variant was estimated to account for 95.4% of the coronavirus cases identified in the United States as of Jan. 1, the U.S. Centers for Disease Control and Prevention (CDC) said on Tuesday.

The World Health Organization said on Tuesday that evidence thus far suggests Omicron is causing less severe illness. Nevertheless, public health officials have warned that the sheer volume of Omicron cases threatens to overwhelm hospitals, some of which are already struggling to handle a wave of COVID-19 patients, primarily among the unvaccinated.

Maryland Governor Larry Hogan declared a 30-day state of emergency on Tuesday and mobilized 1,000 National Guard members to pandemic response operations as COVID-19 hospitalizations in the state hit a record high of more than 3,000, up more than five-fold in the last seven weeks, Hogan said.

"The truth is that the next four to six weeks will be the most challenging time of the entire pandemic," Hogan told reporters. He said projections show COVID hospitalizations could surpass 5,000, far higher than Maryland's previous peak of 1,952 last year.

Delaware, Illinois, Ohio and Washington, D.C., also have reported record numbers of hospitalized COVID patients in recent days.
'Unlike anything we've seen'

In Kentucky, where Tuesday's total of 6,915 new cases was the highest daily figure since the start of the pandemic, Governor Andy Beshear urged residents to get vaccinated and wear masks.

"Omicron is causing a surge unlike anything we've seen and at this rate our hospitals will fill up," he wrote on Twitter.

The unrelenting surge has prompted more than 3,200 schools to close their buildings this week, according to the website Burbio, which tracks school disruptions. Schools that have remained open are facing staff shortages and renewed concerns about virus spread.

In Boston, where more than 54,000 students returned to class on Tuesday following the holiday break, Superintendent of Schools Brenda Cassellius told reporters there were 1,000 staff members out, including 461 teachers and 52 bus drivers.

The governing body of the Chicago Teachers Union on Tuesday urged its members to stay out of the classroom and work remotely through Jan. 18, or until the city reaches minimum health-safety thresholds set last year as a condition for in-person learning, whichever comes first.

The union's House of Delegates voted 88% in favor of the resolution, sending it to the 27,000 rank-and-file teachers and support staff to ratify by electronic ballot on Tuesday night.

The union has called for more rigorous COVID-19 safety protocols, including school-based coronavirus testing and mandatory student vaccinations.

District chief executive officer Pedro Martinez said the school system would agree to further COVID-19 safety measures. But he said classes for Chicago's 340,000 students would be canceled on Wednesday if teachers voted against reporting to work, with no remote instruction being made immediately available.

The union has cited data showing that vaccination rates remained especially low among minority students - with just 7% of Black youngsters and 13% of Latino children aged 5-11 fully inoculated. But school officials said hospitalization rates for children in Chicago are very low.

More than 325,000 COVID-19 cases among children were reported in the United States for the week ending Dec. 30, according to the American Academy of Pediatrics and the Children's Hospital Association, a new high and almost double the count from the previous two weeks.

The Biden administration was finalizing contracts for 500 million rapid coronavirus tests it plans to distribute for free to Americans, the White House said on Tuesday. The initiative is intended to help alleviate a testing crunch that has led to inadequate supplies and long lines in many places.
