Regressive remedy.
Solution suggested is to cage students and restrict "personal mobility".
It is always thought from the punishment angle.

What these pass the shelf life politicians refuse to acknowledge is that all kind of information is available in the palm. Even if they are locked in a room, they are still able "wander away". 😉
