The question is, WHY EVERY GOVERNMENT WELFARE SCHEME REQUIRES APPEAL or RAYUAN? THEY ALWAYS REQUIRE COPIES OF ALL DOCUMENTS FROM BIRTH CERT TO DEATH CERTS, which ultimately ends up in a shredding machine. This process repeats itself. They talk of modernisation and everything going "EEEEEEEEE" Why can't they retrieve past record and inquire if there is any suspicion?

This the same modus operandi.
