This is one form of capital reduction. The company was doing the right thing to offset the accumulated losses against the share capital. There is no reduction/consolidation in number of shares so it should not impact share price. The benefit of offsetting the accumulated losses will allow the company has a clean book and once you have cumulative profit they can start paying dividend. The shares plunge after the announcement was caused by Khazanah selling the shares. If you traced back the announcement, Khazanah will dispose share one time each year - usually in Oct/Nov irrespective of the share price. Someone takes the opportunity to ride on the wave to push down the price to collect.
