瑞士取消汇率限制引发金融海啸 瑞郎对欧元暴涨30%瑞士股市惨跌逾10%国际金价大幅上升
　　
作为瑞士中央银行的瑞士国民银行15日意外宣布，因为欧元汇率近期在全球金融市场表现颓势，决定取消先前针对瑞士法郎对欧元汇率的干预政策，不再压制瑞郎对欧元汇率。这一意外政策令市场震惊，瑞郎对欧元几分钟内升值近30%，瑞士股市暴跌超过10%，市值瞬间蒸发约1000亿美元。
　　
专家认为，瑞士央行突然取消瑞郎上限，是因为美欧近来采取不同的货币政策，这一趋势未来可能变得更为明显，将给瑞士央行带来资金外流的巨大压力。


干预政策意外逆转
　　
一直以来，瑞郎被称为最接近黄金标准的货币，国际资本市场的“热钱”青睐把瑞郎当成“避风港”。瑞士央行2011年9月决定，将瑞士法郎与欧元最低比价定为1.20瑞郎对1欧元，以遏制瑞郎持续升值。
　　
上海社会科学院研究员、上海欧洲学会会长徐明棋在接受记者采访时表示，瑞士央行当时的考虑是，美国主权信用评级被下调和欧元区主权债务危机恶化使得瑞郎对欧元和美元汇率节节攀高，对依赖出口和旅游业的瑞士经济带来负面影响。
　　
如今，瑞士取消这一维持3年多的政策让外界感到意外，因为瑞士央行高官本月以来多次发声力挺这种设定汇率上限的做法。本月初，瑞士央行行长托马斯·约尔丹将这一上限称作“绝对重要”政策；12日，瑞士央行副行长让-皮埃尔·当坦称，瑞士会继续执行这一“基础”政策。没想到，仅仅3天后，瑞士央行的汇率干预政策呈现逆转。


避免量化宽松冲击
　　
徐明棋表示，瑞士央行选择这一时机自有原因，汇率上限是在瑞郎过度升值和金融市场极不稳定的情况下引入的，这一非常规和临时措施保护了瑞士经济免受严重损害。如今美国已经退出量化宽松，今年年中有可能提高利率，而欧洲因为经济不景气，欧洲央行14日宣布，预期一周后大规模购买国债，首次发出明确的全面量化宽松信号。徐明棋说，这一消息在一定程度上促使瑞士央行作出决定，以避免欧洲量化宽松带来的冲击导致瑞士出现资本外流的压力。因为欧洲量化宽松政策势必进一步拉低欧元对主要货币汇率，进而迫使瑞士央行不得不在市场大量抛售瑞郎。　　


引起市场大幅震荡
　　
瑞士央行将瑞郎基准利率由眼下的负0.25%进一步下调至负0.75%，以缓冲瑞郎汇率的上行压力。尽管如此，这一决定仍在金融市场引起大幅震荡。瑞郎对欧元汇率在决定宣布后几分钟内大幅升值近30%。欧洲释放全面宽松信号大幅推升国际金价，纽约商品交易所2015年2月黄金期价15日比前一交易日上涨30.3美元，收于每盎司1264.8美元，涨幅为2.45%。
　　
因为担心汇率上涨冲击严重依赖对欧元区出口的瑞士经济，瑞士股市一度暴跌超过12%，创下26年来瑞士股市最大跌幅纪录。市场分析师巴拉代说：“市场的反应非常暴力，瑞士央行没有给市场准备时间。”

　　
“瑞士制造”将会更贵
　　
这一决定将对中国消费者产生什么影响？瑞士股市和手表制造企业的股价暴跌，在一定程度上反映出了市场预期，即在瑞士消费和“瑞士制造”更贵了。
　　
瑞郎大幅升值后，作为瑞士高端制造业代表的奢侈品牌手表价格对其他国家消费者来说将明显上涨，可能影响销售量。旗下拥有欧米茄、浪琴等知名手表品牌的斯沃琪公司股票价格15日暴跌15%，全球第二大奢侈品集团、拥有卡地亚等手表品牌的瑞士历峰集团股价暴跌超过14%。
　　
瑞士斯沃琪公司首席执行官尼克·海克说：“我已经无话可说，这是一场海啸，对出口产业，对旅游业，乃至对整个国家。”
　　
徐明棋认为，在未来一段时间内，欧元汇率将进一步下跌，如果瑞郎对美元的汇率能保持基本稳定，市场将逐步消化汇率干预政策取消带来的冲击。
