（吉隆坡2日讯）在市场预期5G频谱竞标将因冠病疫情而搁置之际，通讯及多媒体部突如其来宣布，已直接将5G频谱颁给4大电讯公司和土著富豪丹斯里赛莫达的Altel通讯公司，正式为新一代通讯大战掀开序幕，这让市场大感意外。

根据通讯部官网文告，国库控股（Khazanah）控制的马电讯（TM,4863,主板电讯媒体组）和亚通（AXIATA,6888,主板电讯媒体组）都分别获得两项频谱，包括马电讯的718至723兆赫和773至778兆赫，以及亚通属下亚通天地通（Celcom Axiata）的723至733兆赫和778至788兆赫。

明讯（MAXIS,6012,主板电讯媒体组）属下明讯宽频私人有限公司（Maxis Broadband）的频谱是733至743兆赫和758至768兆赫，数码网络（DIGI,6947,主板电讯媒体组）子公司数码通讯（Digi Telecommunications）则是703至713兆赫和758至768兆赫。

另一家在4大电讯公司包围中脱颖而出的是赛莫达旗舰公司阿布卡里集团（AlBukhary Group）属下Altel通讯公司，其频谱是713至718兆赫和768至773兆赫。

根据大马通讯及多媒体委员会（MCMC）的5G频谱网络报告，700兆赫、3.5吉赫（GHz）和26／28吉赫频谱将成为5G网络宽频频段，当中700兆赫和3.5吉赫将通过公开招标方式发放，以减少资本开销和避免与现有的4GLTE网络基建重叠。

肯纳格研究昨日在报告中说，受疫情影响，国家光纤化与连接计划（NFCP）和5G等计划面对阻力，特别是考虑到频谱分配仍不明朗，预期原定第三季推进的5G商业化活动极有可能延迟。

5G投资庞大
料不全国大规模推进

该行补充，由于5G设施的投资庞大，因此预期不会在全国大规模推进，而只专注于为企业提供解决方案。

国家光纤化与连接计划方面，肯纳格表示，目前，由于电讯公司仅能够进行设备维修，而难以展开网络设备安装和扩展工作，因此政府设定的国家光纤化与连接计划网络扩展目标也很可能暂时搁置。

同时，在电讯公司面临冠病相关措施造成的沉重压力之下，大马通讯及多媒体委员会（MCMC）也可能会重新考虑早前设定的目标，即在2020年之前以国民收入（GNI）的1%（每月约40令吉）定价提供入门级固定线宽频配套。

竞争白热化
再爆削价战

在冠病打击消费者收入之下，面对4大挑战的电讯业可能再次爆发削价战，加上其他课题发展尚不明朗，肯纳格已将多家公司评级调整到“符合大市”，进而把行业评级由“加码”调低到“中和”。

肯纳格表示，在最新财报季结束后，数码网络、明讯和OCK集团（OCK,0172,主板电讯媒体组）业绩符合预期，亚通和马电讯表现则不如预期。

该行解释说，亚通业绩逊色主要是受到数码部门表现欠佳影响，而这项业务未来也可能继续受到冠病打击；至于马电讯的收入大减，则出乎该行预料之外。

在电讯业者中，仅有数码网络和马电讯提供预期收入将减少的指标，当中数码网络更坦言营运盈利也料降低。其他业者则因冠病和相关措施影响而取消有业绩指标。

面对4大挑战

肯纳格指出，目前电讯公司面对4大挑战，包括部份客户收入流失可能拉低用户平均收益；用户选择其他公司价格较低配套；企业客户要求延后付款影响进账；企业倒闭等。

不过，该行认为，由于用户往往在少数几个电讯公司中流转，也会基于手机捆绑配套而无法转换电讯公司，因此长期而言，电讯公司虽可能面对用户平均收益下跌影响，用户数量却可以保持稳定。

肯纳格指出，该行追踪的电讯公司在业绩发布后，受到股价回弹或盈利调整等影响，评级已多调整为“符合大市”，因此决定将电讯业评级由“加码”调低到“中和”。

该行说，长期而言，电讯业收入稳定，也能够从经济复苏中受益，因此该行认为，除非冠病疫情恶化，否则电讯业的种种难题会在现财政年内得到遏制，建议投资者留意基本面强稳的电讯股，特别是马电讯、数码网络和OCK。

分析员补充，马电讯有望重新列入富时综指股，短期展望正面；数码网络的周息率达4%，居领域之冠，股本回酬率也突破200%，可能引来投资者追逐；OCK的优胜之处则在于重复收入比率高达65至70%，以及可能分拆业务上市等。

It is regrettable to retrench staffs. However the changing times need new ways of doing things. Our world has changed into digital technologies and this fact cannot be avoided. As at AR 2018, number of employees are 3897. Ist retrenchment of 543 employees done already. Next batch is 300 employees as according to the latest news. Hence number of staffs remaining is estimated to be 3000.

Nowadays, lots of advertisements in Media Prima, that is the new normal due to fear to go see movies in cinemas. Go to U Tube, see Drama Sangat TV3, lots of good Malay dramas with lots of advertisements too, even Alibaba Cloud advertise in TV3 U tube

With the increased of viewers in Media by 232% ( from MDA), the intensity of advertisements also increased tremendously. This will gives more revenue for Media Prima.
