KUALA LUMPUR (Oct 7): The federal government has decided to terminate the underground contract of the mass rapid transit Line 2 (MRT2) project with contractor MMC-Gamuda.

This follows the failure by the federal government and the MMC-Gamuda joint venture to reach an agreement relating to the underground portion of the construction project.

"All unfinished underground work will be retendered out through an international open tender process. This decision was made after considering that the federal government can achieve further significant savings by retendering the underground work package compared with the offer made by the existing contractor," said Finance Minister Lim Guan Eng in a statement today.

"There is already a RM5.22 billion or 23% savings made from the above ground portion of the MRT2 project. More savings will be gained when the underground portion is retendered soon," he added.

Lim said the money saved will reduce debt and interest the federal government would need to repay, which ultimately would be borne by the rakyat through future taxes.

LGE asking MRT2 to be build on the ground. Many contractors able to build it. Eg. Bpuri, IJM, MRCB, ekovest and etc.

Lets says the earlier underground works was 10km. WIP only done 2km. Hence new contractor just need to drill it to the nearest ground surface more or less 200 meters and remaining tracks to be build on ground surface.

I found something interesting..

If u refer June news the construction cost was 32b..

Silly to call for a retender when the underground work is already so advanced and the team and machinery are already in full operation. How do you stop and ramp the work down? It is messy and a very complicated time for mega infrastructure work. I do wonder whether LGE knows what he is getting himself into? There will be a lot of claims and counter claims and it does not auger well for the construction industry and a lot of engineers will be struggling for work. There are temporary boring machines (TBM) already boring underground and there is no way to reverse exit the TBMs or stop the work underground. Gamuda is the only local construction companies that have TBMs and the rest of the local contractors are not in the same league for underground work. It could be a sabre rattling exercise or a posturing negotiation exercise to get the price down or the government is trying to delay spending the money to balance the coffer. Who knows... but be prepared for the worst since the underground package is a hefty revenue and forward workload for MMC-Gamuda so both counters will surely be affected.
