Wong Kwai Wah is currently an Executive Director of Consortium Zenith
BUCG Sdn Bhd, the company undertaking the Penang ring roads and undersea
tunnel project. Other than Vizione Holdings Berhad, Mr. Wong is also the Executive

"Before this, we had problems in the acquisition of Federal land but with the Federal Government being represented by the Pakatan Harapan (PH) alliance, I see that the two highways under Zenith Consortium are ready to be implemented," he said.

These mega projects are under the Penang Transport Master Plan which aims to help overcome traffic congestion in Penang and also connect the island to Seberang Perai.

The 7.2km undersea tunnel project will connect Persiaran Gurney to Bagan Ajam in Seberang Perai. The main highway construction comprises the 10.53km link from Tanjung Bungah to Teluk Bahang, the Air Itam-Tun Dr Lim Chong Eu Expressway and the Persiaran Gurney-Tun Dr Lim Chong Eu Expressway.

Last time quarter results improve almost 500% didn't explode just to wait the right timing... Ini kalilah... Vizione is oso build affordable house for people which is match with ph policymakers and higher chance to get undersea tunnel project with zenith and oso ewein company... Director of vizione buy a lot adready and they have close relationship with zenith , vertice and ewein company.... All these factor will boost the price higher... Buy when the construction stock sentiment not good...Sure will up in short term.... but my kindly remind that don't play contra... you will reward more than that...

Penang undersea tunnel is still alive, says Consortium Zenith
Its chairman says the state govt remains committed to developing the undersea tunnel

Construction of the proposed RM3.5 billion undersea tunnel linking Penang and the mainland is still on the cards, despite speculation that a third bridge would force state authorities to scrap the ambitious plan.

Consortium Zenith Construction Sdn Bhd chairman Datuk Zarul Ahmad Mohd Zulkifli said the state government remains committed to developing the undersea tunnel, which is expected to link Persiaran Gurney on the island to Bagan Ajam on the mainland.

“We are on track for development and currently waiting for the DEIA (detailed environmental impact assessment) approval which we hope to get soon,” he told The Malaysian Reserve.

He said Consortium Zenith will continue to work towards the project’s development based on the existing directive from the state government, ignoring “the noises from external forces”.

“My contract with the state government is for the undersea tunnel and I will proceed unless the state decides otherwise,” said Zarul Ahmad.

Speculations were rife on the future of the long-delayed undersea tunnel project if the federal government decides to grant Penang a third bridge linking the island and the mainland.

Observers are also concerned on the recent reversal of Consortium Zenith’s land sale to Ewein Bhd, claiming that it underlines the uncertainty related to the project.

The entire undersea tunnel and three expressways project were slated for completion by 2021.

On the scrapped deal with Ewein, Zarul Ahmad said that it has not dampened Consortium Zenith’s progress of the mega project.

To recap, Ewein’s subsidiary, Ewein Zenith II Sdn Bhd, inked a deal in December 2015 to purchase 1.79ha from the 44.5-ha of freehold reclaimed land in Tanjung Pinang, to be received by Consortium Zenith for undertaking the Penang mega project for RM162 million.

In January 2016, Ewein’s 60%-owned property development unit Ewein Zenith Sdn Bhd inked an agreement with Consortium Zenith to grant the former the right to buy three parcels of land totalling 20.23ha at Tanjung Pinang at RM1,300 per sq ft.

Zarul Ahmad said Consortium Zenith has secured a buyer for a two-acre (0.8ha) land in the form of Zenith Urban Development Sdn Bhd — a joint venture between Consortium Zenith (30%) and Wira Syukur Sdn Bhd (70%).

Wira Syukur is a Selangor-based property developer with three ongoing projects in Selangor, and one each in Kelantan and Sabah respectively.

A consortium of Consortium Zenith, China Railway Construction Co Ltd and Beijing Urban Construction Group Co Ltd was selected as the contractor to undertake the mega project covering a 6.5km undersea tunnel and three expressways in 2013.

The consortium comprised companies having a combined paid-up capital of RM4.5 billion when it came together that year.

However, the Penang state government removed the Chinese state-run firm as partner in the consortium last year, after it was found responsible for the recent fatal crane hook collapse incident in Kuala Lumpur.

The three highways, known as paired-roads, have a combined length of 21.2km.

The first highway connects Air Itam to the Tun Dr Lim Chong Eu Expressway, while the second highway from Tanjung Bungah to Teluk Bahang would start upon completion of the first highway.

The construction of the third highway, from Gurney Drive to the Tun Dr Lim Chong Eu Expressway, would commence after the first two highways are completed.

PETALING JAYA: Ewein Bhd ’s wholly-owned subsidiary Ewein Land Sdn Bhd has entered into a share sale agreement with Consortium Zenith Construction Sdn Bhd (formerly known as Consortium Zenith BUCG Sdn Bhd) to acquire a further 16% equity interest, comprising 160,000 ordinary shares, in Ewein Zenith Sdn Bhd.

A filing with Bursa Malaysia showed that upon completion of the acquisition, Ewein Land’s equity interest in Ewein Zenith will increase from 73% to 89% and Ewein Zenith will hence become an 89%-owned subsidiary of Ewein.

After consolidate 7:1, I think Vizione at least worth more than RM 1.3 ... Vertice and Ewein, pro ph government but loss making company from previous quarter oso can up a lot, why Vizione cannot ? Vizione have superb quarter results, Guys! Vizione not up after Ge14 because many think Vizione is BN stocks but after I check their annual report 2017, I find that their shareholders not have any link oso to BN especially UMNO but I find that their shareholders have good relationship to penang government... Why you all buy WCT, MRCB, YTL, GAMUDA, MYEG, GKENT...?
BUY VIZIONE you all can sleep peacefully in nite...

PETALING JAYA (May 11): In a surprising victory, the Pakatan Harapan (Pakatan) coalition has won the 14th general elections and will form the next government.

The fiercely-contested polls saw both the Pakatan and Barisan Nasional coalitions produce manifestos that covered a litany of issues, with both notably zooming in on affordable housing.

In its manifesto, Pakatan has come up with quite a number of proposals to promote affordable housing that involve the construction process, financing, simplifying administrative processes, incentives, and introducing rent-to-own schemes.

Below are Pakatan’s promises:

To build one million affordable homes across Malaysia within two terms of the Pakatan government.
To create a special housing loan scheme tailored for youths who want to buy their first property.
To take over maintenance costs in low-cost housing areas in order to lower the burden of residents.
Work with state governments to convert land status if developers want to build affordable houses. The quota for affordable houses will be increased.
Tax incentives will be given to companies that focus on affordable housing, especially to encourage them to use the latest cheaper technologies such as the industrialised building system (IBS) so that cost to buyers can be reduced.
Widen the rent-to-own scheme nationally through cooperation with commercial banks by enabling such a scheme to be introduced in primary and secondary markets.
Enable those who are currently renting to have the opportunities to migrate to a rent-to-own scheme if they qualify.
Prevent landbank hoarding activity through setting a time limit for companies to complete their construction so no corporate giants can hoard land without developing them.
Incentives will be given to the smaller bumiputera and non-bumiputera developers so that they can compete with others on a level playing field.
Reform the PR1MA programme so that there is no more exploitation by crony developers who obtain government land at discounted prices but then reap high profits by building just a small number of affordable houses.
To increase bumiputera homeownership, simplify the processes to build affordable houses on land owned by state Islamic authorities including Waqf land. Incentive will be given to encourage Islamic authorities to work with private developers.
Set up a National Affordable Housing Council, chaired by the prime minister, to bring together the work of the various agencies under one roof. This council will be tasked with overseeing affordable homes construction matters, coordinating a unified and open database on unsold affordable homes and organise a rent-to-own scheme for the B40 and M40 groups.
Allocate part of the dividends derived from Felda investments and Felda subsidiaries will be used to build new Felda townships and houses for the second-generation settlers.
Ensuring that state housing agencies provide assistance to Indian families who are in need, especially former farm workers and those in the B40 category. They should be given an opportunity to have a quality home at a reasonable price, and a loan repayment mechanism that is based on their ability to repay such as a hire purchase scheme.
Instructing local authorities (PBTs) and state governments to place conditions on housing developers so that in areas where there are former Indian plantation workers, the developers must build affordable homes for them.

KUALA LUMPUR: Vizione Holdings Bhd, a niche player in the affordable housing sector, finds its business strategy to be in tandem with the new government’s promise to build one million affordable homes across the country within two terms of its administration.

Vizione managing director Datuk Ng Aun Hooi believes the group’s expertise in affordable housing development will enhance its competitiveness in bidding for housing projects under the new government.

“We believe we can remain competitive in our niche market, which is in the construction of affordable homes … in line with the Pakatan Harapan government’s promise to build affordable homes,” Ng said in an interview with The Edge Financial Daily.

Vizione has an order book of RM3.75 billion to date, with almost half of its undertakings comprising government housing projects.

Aside from government projects, the group also has a long-standing relationship with the private sector, with clients such as Sunway Group and Gardenia Bakeries (KL) Sdn Bhd.

“As we now have a new government, they may need time to stabilise. We are lucky that we have a big order book as it may take time for government tenders to be called, and for us to replenish government housing contracts.

“For the time being, in order to [expand] our order book, we may need to secure more projects from the private sector, as well as from my own private developments,” he said.

Ng is the chairman of two private property development firms, namely Midlands Edu City Sdn Bhd and KL Northgate Sdn Bhd.

Meanwhile, Ng corrected a possible public perception that Vizione is a “government-linked stock” as most of its government housing projects were secured when Barisan Nasional was in power.

He stressed that he is “purely a businessman” and that the group’s business is apolitical.

“It is very hard for me to immediately correct that [government-linked] perception. What we do hope is the public look at the numbers that we deliver. We have an order book of RM3.75 billion that will last us until 2021,” he said.

Ng also reassured that the RM465 million Federal Territories Affordable Housing (Rumawip) project in Gombak secured by the group, which forms part of its order book, will proceed as planned.

“The Rumawip project in Gombak is already enforced and sales are 95% done, and we have completed about 35% of the foundation [works],” he said.

Ng pointed out that Vizione is not involved in the recently highlighted sale of 64 parcels of land in Kuala Lumpur to property developers from 2013 to 2018, which was done under the purview of former federal territories minister Datuk Seri Tengku Adnan Tengku Mansor.

Kepong member of parliament Lim Lip Eng lodged a report with the Malaysian Anti- Corruption Commission last week, calling for an investigation into the parties involved in the 64 land deals, which he claimed were mostly done without an open tender and at below market value. Lim said less than half of these plots of land were for public housing projects such as Rumawip, while a majority were for high-end residential projects.

“We have no issues on land subject matters; none of Vizione’s projects are on that list,” stressed Ng.

Ng, who hails from Bukit Mertajam, Penang, also has an interest in Consortium Zenith Construction Sdn Bhd, the special-purpose vehicle company which is undertaking the RM6.3 billion Penang undersea tunnel and Outer Ring Road (ORR) project.

It is understood that Vizione was in the midst of participating in one of the packages of the ORR, prior to the project being put on hold earlier this year.

“We shall await the new [Penang] chief minister and his team on the direction of the Penang ORR. Vizione believes the project should proceed again following GE14 (14th general election), and will participate in any tender for this project,” he said.

Meanwhile, Ng said the government’s recent move to zero-rate the goods and services tax (GST) before moving into the sales and services tax (SST) regimen is a welcome move.

“The GST did impact the construction industry; the burden on businesses was much heavier compared to the SST,” he said.

As for its financials, Vizione reported a net profit of RM15.14 million for the nine-month period ended Feb 28, 2018, which was more than 36 times the RM415,000 recorded in the previous corresponding period. Revenue rose by more than ninefold to RM302.49 million.
