Scomi will only go up if they win the tender for HSR not on crude oil. They've spend a lot of money to win this project but unfortunately it didn't take off.

Do not grumble only when price is down
If you do nothing to buy at low ( grumbling is still alright if you take this course of action ), then you will have nothing to gain once price is back in strength
