I think will pay in portion(depend on developed project) but not full fund, imagine u receive a signed order letter that cost few million and started the business process. The customer suddenly come and say don't want buy edy. The action can be consider fraud. Like shop they will take deposit of the product if customer suddenly say don't want the product and the seller already ordered the product from supplier.

the judgement is on case to case basis, since the sudden contract cancel damage the company reputation and cash flow then more evident is on the company side. If consider politic perspective BN can blame PH lo XD

I not the big lawyer in court that do judgement leh haha, I guess they in the progress arguing the pay amount. But very funny is that I remember last time gov say too expensive then cancel and award to other company, then now need to pay the fine will have amount that higher than the original price that awarded to prestar right actually what gov doing..?, but in my perspective I think the cancelation is to collect supporters but thing don't go as planned (gov changed).
