KUALA LUMPUR (Nov 22): The dip in crude palm oil (CPO) prices to below the RM2,000 per tonne level has stirred some panic in the market and among traders, but it was deemed not alarming.

The commodity’s price had recently lingered at the RM1,700-RM1,800 a tonne level, last reached five years ago, according to an industry veteran, M R Chandran, who is also a Director of the Incorporated Society of Planters (ISP) and the Executive Director of the Malaysian Palm Oil Association (MPOA).

“This is the plantation life cycle. When you have a high production level that resulted in high supply and the demand is not there, (and this) coincided with consuming countries which have also increased production (and supply) in their own oil seed crop.

“Basically, the commodity markets all around the world are going through a recession period, whereby the agriculture is having a good production and supply (situation), be it soybean, rapeseed, sunflower or oil palm,” he told Bernama.

Chandran said China and India which used to be the world’s biggest consumers of palm oil are now buying less because their own crop production have been much better.

China, for example, produces its own soybean oil, peanut oil and rapeseed oil, while India produces, among others, mustard seed, sesame seed oil and coconut oil.

“But China is no longer the biggest consumer of our palm oil and we now welcome Indonesia, a home to 264 million population, as the major consumer of palm oil.

“Although the country produces its own palm oil, the larger population has called for bigger demand and not only is the commodity used for food product, it is also utilised for non-food product including biodiesel, which the Indonesian government has pledged to implement the B20 rules in the automotive industry,” he said.

The B20 consists of 20% biodiesel and 80% petroleum diesel, and since Sept 1, 2018, all vehicles and heavy machinery in the republic that have diesel engines need to use the diesel in a move to help the government save billions of dollars in diesel imports.

Chandran said due to this, there was no doubt that by 2019, Indonesia could be the world’s biggest consumer of palm oil and India in second spot, worldwide.

He noted that both Indonesia and India consumed 14% each of Malaysia’s palm oil in 2017.

Malaysia’s total export of palm oil and palm products stood at RM77 billion last year.

“We can expect that this, together with the upcoming monsoon season that will come in December, will help cut down the stocks, hence pushing the price upwards.

“I am optimistic that we could see the CPO price level to be trading at between RM2,300 and RM2,400 per tonne by February (2019) onwards,” he said.

Overall, Chandran said the downtrend in the CPO price should not be a concern either to investors or the analysts, but acknowledged that some of the plantation companies’ share prices took a dip in the stock market.

It could possibly be impacted by the speculative element, he explained.

For example, Sime Darby Plantation’s shares fell from RM5.46 to RM5.18 over the last six months, FGV Holdings Bhd dipped from RM1.59 to RM1.18 over the last six months, while Kuala Lumpur Kepong slid from RM25.22 in January to RM24.92 in November this year.

With vast experience in the agro-commodity industry, the veteran expressed hope that the government could come up with a long-term policy on labour to address the shortage of manpower in the plantation industry.

He said companies were prepared to hire more foreign workers but their costs were rising, no thanks to the levy, minimum wage and operation cost.

“Across the companies, big and small, Malaysia is facing a shortage of labour that causes lack of workers to harvest the crop and (thus) damaging the fruits.

“Eighty-five per cent of our workers are foreigners and based on my estimate, we are losing close to between 17 and 18 per cent of our crop per annum. Basically, we are losing between one-and-a-half to two tonnes of fresh fruit bunches per hectare (ha) and our total oil palm plantation area is 5.8 million ha.

“If we have more people to harvest the crop, it could help increase the yield and production and our cost would be lower, hence improving the margin,” he said.

In the recent 2019 Budget tabling, Finance Minister Lim Guan Eng announced that the government would reduce the extension levy for foreign workers who have served for 10 years or more from RM10,000 to RM3,500 per worker per annum in the agriculture and plantation industries, due to a shortage of workers and decline in the prices of the commodities. — Bernama

Last Saturday, The Edge Malaysia weekly highlighted certain aspects of the White Paper, and reported that there were at least three proposals mooted to revive Felda, the beleaguered government agency founded in 1956 to resettle the poor and eradicate poverty.

The report had it that there were three proposals mooted to revive Felda, and its 33.67% unit Bursa Malaysia-listed FGV Holdings Bhd.

The three plans, involves beefing up Felda’s management, privatisation of FGV to get things back to before FGV’s floatation exercise in 2012, and the government merging Felda with another government-owned company that is involved in development, probably Federal Land Consolidation and Rehabilitation Authority Bhd (Felcra).

The proposal on taking FGV private seemed too difficult given its initial public offering was at RM4.55, which is more than double of yesterday’s closing of RM1.18.

For the six months ended June 30, FGV suffered a net loss of RM21.90 million from RM7.04 billion in revenue. The group’s cash stood at RM1.64 billion compared with its total debts of RM4.23 billion as at June 30.

FGV incurred a finance cost of RM95.13 million for the six-month period ended June 30.

As for the merger with Felcra, details are scarce. According to its annual report, Felcra provides plantation services focusing on integration, rehabilitation and development of land including the processing and marketing of commodity products.

According to its website, Felcra has 257,078ha of plantations. Felcra’s latest publicly available annual report for the year ended Dec 31, 2014 posted after tax profits of RM123.86 million from RM1.75 billion in revenue.

Felcra manages 220,086ha planted with oil palm, rubber and paddy, for a minimal management fee. As at end-December 2014, Felcra had a cash balance of RM1.07 billion and debt commitments of RM2.11 billion.

Bro 5354, felda got a brand of cooking oil named Saji, which is a very low n cheap brand, the margin is just not thr....

If u look at how robert kuok doing cooking oil biz in china, u will know wat i meant.

Dun get illusion palm oil is all the same, it is very not in the case.

Palm oil got many grades, and when u keep in the cheap brand for lowest income group, u aint going anywhr...

Nestle, Unilever, Danone all this product also need palm oil, but the thing is, they wont source from felda, cos quality is not thr...

KUALA LUMPUR (Nov 23): Malaysia will increase the minimum bio-content local producers must add to its biodiesel fuel to 10% from 7% starting on Dec 1.

Primary Industries Minister Teresa Kok said in a radio interview with national news agency Bernama on Wednesday that the government has given the approval to implement the B10 biodiesel mandate.

"The cabinet has approved the use of B10 and it will be implemented from Dec 1. We also have the agreement from the Federation of Malaysian Manufacturers that the industrial sector will use B7," she said in the interview which was posted to Bernama Radio's Facebook page.

Fuel stations in Malaysia currently use B7 biofuel.

Kok said with these measures, the use of palm oil locally was expected to double.

The B10 biodiesel programme will be implemented in the transport sector and other subsidised sectors in stages and will be mandatory from February 2019, Bloomberg News said on Thursday citing a letter from the Primary Industries Ministry to petroleum companies.

Malaysia and Indonesia are the top producers of palm oil globally.

Lots of changes is needed, if u wanna think bout it, lots can be improve by the management...

IOI one acre of land, can harvest FFB at least 1.2-1.5 tonne/month! Go ask those felda peneroka, they will laugh and tell u, one acre of land, can harvest 700-800kg/month, they ady laugh till teeth fall down...

Takashi86, the government need to ponder very very very very hard on their mind, WHY ON EARTH ALL GOVERNMENT RELATED COUNTERS ALL FALL LIKE NEVER ENDING?

1.cultural based management issue

Need to compare WHY SIME DARBY, IOI can do well. WHY FGV CANNOT?!

Companies are run by human beings,. Question, why human beings in FGV cannot do well but other human beings in IOI & SIME DARBY can.?

Malaysia have a different setting compared to Spain and America. Yes, all races are unified under 1 language. We have Bahasa Malaysia. During my schooling days, it is Bahasa Malaysia. Then, when the education system changed. They even changed Bahasa Malaysia as Bahasa Melayu.

Question is why Bahasa Malaysia become Bahasa Melayu? Can't you get it? The Leader of every departmentals are important. New Leadership will set their own thoughts and strategy. They influenced the people in the department to follow his rules.

Every language we speak channel out the same meaning to the listener. If you said "I love you" in English, "Wo Ai Ni" in Mandarin and " Saya sayang kamu" in BM, does it mean anything different?

Who as Malaysian cannot understand single word of Bahasa Malaysia. Many will but there are still some people, driven by wanting a "space" and confirmation to be looked in the society. If signboard demand 3 languages for every roads, it shows Malaysia derived of 3 races. Then, what about Iban, Kadazan and Portugese?

Malaysia have no time to waste to fight over the signboard language. We need the new gov to do MORE. Rakyat need to oppress the government to work towards efficiencies in every departments and ministries.

Wanna know the ugly truth?

Our real gap is the smart, the speed, the efficient, the problem solver, the positive mentality. THE MORAL VALUES AND GENETICS.

I have seen very smart black, coco, white, teh tarik people. There are also the stupid ones.

Malaysia need to build up the smart and intelligent the 99% because the wealth distribution is getting highly unfair in ratio and getting worse in years to come.
