I think everyone agree 2018 profit will be lessor then 2017, due to 2-3months shutdown for facility upgrade, paying higher interest to bank (25% more compare to last year when borrow more). From these reasons, chance to pay dividen is low. Good timing maybe end of 2018 later after resume of production. That time, now still a bit difficult to see the refinery more then 9months from now.

before the load approve, the price need to sustain at certain level, after the load approved, just let the price free floating.
