1. Mandate the issuer to market make the warrant.
2. Restrict the issuer from trading in the underlying security of the warrant.

This way the conflict of interest issue is resolved and the buyer of the warrant is directly betting on the underlying security. In any case, that is what the issuer is propounding. That the underlying security will be at an X price on a D date.
