Tapi Menteri pengangkutan Singapura bukan sudah beritahu parlimen mereka bahawa Malaysia mahu HSR berakhir di KLIA dan kemudian teruskan perjalanan melalui ERL milik syarikat YTL yang lajunya separuh lebih perlahan berbanding kelajuan tren HSR?
Bagaimana nak buat tender terbuka untuk pilih atau tidak pilih ERL pula?

Datuk Seri Najib Razak claimed today the Perikatan Nasional government planned to pay annual compensation to a private company following the termination of the Kuala Lumpur-Singapore High Speed Rail (HSR) which is widely speculated to be replaced with a local HSR line.

Najib, who did not name the company, also said he was informed that the highest echelons of the government have already agreed to launch a domestic KL-Johor Baru HSR to replace the terminated KL-SG HSR with a similar overhead cost.


He also said the government has already selected the technologies involved and named a “crony” private company as the main contractor cum operating company without any tender.

“The PN government has already planned to pay yearly compensation to the operating company since the HSR will not be profitable in the long run due to reduced passenger traffic and lowered fare revenue if Singapore is excluded,” he said in a statement on Facebook.

Menteri pengangkutan Singapura memaklumkan kepada parlimen mereka bahawa sebab utama projek HSR KL-Singapura dibatalkan ialah sebab kerajaan Malaysia tidak mahu tender-tender kontraktor serta pemilihan teknologi tren dibuat secara tender terbuka dan dinilai serta dipantau bersama Singapura.
Dulu bila saya usahakan projek ini, saya dengan sengaja mahu kedua-dua negara bertanggung jawab atas kejayaan projek tersebut supaya penyelewengan dapat dikurangkan atau dielakkan.
Tapi pendekatan kerajaan PN agak berbeza. Mereka mahu pilih kontraktor dan vendor projek secara terus tanpa campur tangan negara Singapura.
Kerajaan Singapura juga tidak bersetuju dengan permintaan kerajaan PN untuk tren HSR berakhir di KLIA.
Di sana penumpang akan tukar ke tren ERL milik syarikat YTL yang lajunya separuh dari kelajuan tren SHR untuk sambung perjalanan ke ibukota.
Saya rasa keputusan ini adalah sangat pelik sebab pengunjung dari Singapura mahu perjalanan terus ke bandar Kuala Lumpur dalam masa tersingkat - bukan mahu berkunjung ke KLIA lalu tukar ke tren yang lebih perlahan.
Jika pengunjung dari Singapura mahu pergi ke airport untuk naik kapal terbang, mereka akan pergi ke airport mereka.
Buat apa mereka nak naik tren HSR untuk ke KLIA?
Oleh sebab kerajaan Singapura tak setuju dengan dua permintaan utama kerajaan PN, Malaysia pun batalkan perjanjian tersebut dengan membayar ganti rugi sekurang-kurangnya RM320 juta hingga RM1 bilion.
Projek bukan dibatalkan Malaysia sebab Covid seperti diumumkan kerajaan PN.
Lalu kerajaan PN buat keputusan untuk lanjutkan tren ERL ke Johor Bahru sebagai projek HSR KL-Johor Bahru medium laju dengan kos hampir sama projek HSR KL-Singapura yang dibatalkan mereka.
Oleh sebab syarikat operasi akan rugi memanjang akibat jumlah pendapatan dan penumpang yang akan jauh menurun jika tidak sampai ke Singapura, kerajaan PN juga bersetuju membayar pampasan setiap tahun kepada syarikat ERL.

He added that recent aluminium price gains underpinned by the recovery in aluminium consuming industries, particularly the automobile sector in China, would further support the industry in 2021.

“We project the average net cement selling price in Peninsular Malaysia to rise by 8% to RM260 per tonne in 2021 forecast (2021F) (versus an estimated RM240 per tonne in 2020),” said Yap.

The analyst added that the conditions are conducive for a price hike with the emergence of a price leader in the market (controlling close to 60% of total industry clinker capacity) following YTL Cement Bhd’s acquisition of Malayan Cement Bhd in 2019, as well as the easing supply pressure after Malayan Cement and Cement Industries of Malaysia Bhd shut down one clinker plant each, effectively removing annual clinker capacity totalling two million tonnes equivalent to 8% of industry clinker capacity from the market.

“Meanwhile, we project cement consumption in Peninsular Malaysia to only improve by 5% to 4.4 million tonnes in 2021F (from 4.2 million tonnes estimated in 2020) driven by the gradual resumption of construction activities (of ongoing projects) and new property launches,” he added.

Depending on the outcome of the realignment, there was also the idea that the HSR could be connected directly to KLIA, even though the idea was said to have been rejected by Singapore.

There was also another option — to have an ERL station built in Bandar Malaysia, the eventual terminus for the HSR in Kuala Lumpur, says a source close to the PH coalition. This is because while there is no plan for an ERL station to be built in Bandar Malaysia, the ERL line already runs on the edge of the mega development.

An ERL station at Bandar Malaysia would allow HSR passengers from Singapore and the southern peninsula to hop on the ERL at Bandar Malaysia to get to KLIA, instead of taking the Putrajaya Mass Rapid Transit (MRT) Line to Putrajaya Sentral.

The ERL runs faster than the MRT, and the latter also has more stations than the ERL and requires another change at Putrajaya Sentral. If an ERL station is built in Bandar Malaysia, passengers from the HSR would need only one change to reach KLIA and klia2
