探访智慧新加坡之六：粉墨登场智慧城市

在新加坡期间，我们走访了荣腾科技集团，这是一家从西门子独立出来的公司，当时是西门子亚太区总部的IT部门，目前荣腾科技旗下有两打子公司，分别是novaCITYNETS私人有限公司和novaHEALTH私人有限公司，其业务则分别集中在电子政务和电子医院系统。

在电子政务方面，荣腾科技的客户主要分布在马来西亚、印度尼西亚、文莱、沙特阿拉伯、卡塔尔、挪威、美国纽约等地，其他的都在新加坡，包括新加坡市区重建局、新加坡建筑局等，都是荣腾科技的客户。既然我们本次访问的是新加坡，因此就以新加坡的情况入手，来说明荣腾科技的业务开展。

以城市建设为例，新加坡建筑局是龙头，很多机构都会参与其中，因为大家的职责都与建筑准证有关。建筑当然是个一掷千金的行业，如果审批流程过长，显然企业会因此付出不菲的成本：著名的新加坡金沙是一个10亿新币投资的建筑群，如果准证托上两年再批准，那么企业为之付出的贷款利率将会高达1亿新币，而新加坡通过合理的建筑商业流程和协同的政府机构办公，则可以在26天内办完所有手续，无疑能够给企业带来巨大的益处。早在2001年，新加坡的这套流程就已经实现了无纸化，而我们对比国内效率比较高的上海，目前还在用纸张，而且全部审批需要321天（理论上，实际上可能会更长）。新加坡能够做到这一点，除了与政府锐意进取、各部门协同一致有关以外，更是得益于荣腾科技的电子政务系统CORENET，这套系统得到了全球很多机构的褒奖和高度认可，2004年就得到了英联邦公共行政的创新治理奖，不久前又获得新加坡电子政务卓越奖，荣腾科技也被亚洲经济组织授权为首席顾问，帮助推行CORENET系统，提升处理施工许可的计划。

从建筑的角度来说，这是一个非常复杂的流程，包括了买地、设计开发、合同采购、建筑、质量检验、管理等，乃至50年后拆除等等。在这套流程里，新加坡以前有845个申请表单，不过目前已经简化到200多个。每个程序都会得到严格的执行，要有完整的报告，从建筑到使用，到后期建筑结构周期监察，每五年需要进行建筑物监察，保证建筑不发生问题，这个非常重要。

CORENET系统是世界上第一个此类产品，它接受数字电子模型，根据建筑和建筑规范审核评估。系统的最大特点是减少了审核周期，提交申请的公司可以用最新的规范在线独立提交和审核模型，从而用于不同的国家和地区。审核的过程中不必等待，所有的回馈都会通过电子邮件的方式进行通知。政府中负责规范审核的部门，他们的登陆和普通用户相同，设计者的自我审核结果能够作为政府部门的参考依据，当然审核部门对最终结果有最终决定权。

Vesalius，则是荣腾科技基于网络的全方位的医院信息系统。目前该系统在全球6个国家有30多个客户。该产品的优势是医院可以选择一整套的方案进行安装，或者是根据功能模块来选择安装。如果只是小型门诊，那么只是安装门诊模块就可以。在这个系统下，医院的各个部门和机构实现了完全的资料和信息共享，通过统一的电子病历，医生可以非常方便地调阅病人的病历信息。这个产品也不是孤立的，它可以和其他的信息进行结合。系统的升级也是非常方便，根据医疗信息的发展，Vesalius可以进行模块的升级，甚至不需要部署人员去用户的现场，而是远程就能够做到。

Vesalius系统的理念，是整个工作流程以病人为先，让人感受到非常好的医疗服务。新加坡国家皮肤中心，通过Vesalius，成为该国第一个无纸化医疗中心，每天能够接待1000名病人，而该医院能在提供上佳服务的同时，节省高达20%的运营费用。当然，不同的国家有不同的实践，因此Vesalius系统也是很容易就可以进行改变的。以新加坡为例，新加坡是看完医生再付钱，而在印度尼西亚则是付了钱才能拿药，这就是不同的实践，而相同的则是在这套系统的支撑下，病人们都能得到最好的医疗服务。同时，这套系统的使用是非常容易学习的，通常情况下，两到三周使用者就能够熟练掌握。

很让我们感到高兴的一点是，荣腾近年来也将发展的触角伸向了中国。其novaCITYNETS是新加坡资讯通信发展管理局2013年力组的智慧城市联盟成员之一，正在与广州萝岗区政府积极研究在当地落实其方案的可行性，以作为广州知识城项目的重要组成。而其novaHEALTH也积极在中国寻求提供医疗领域互补方案的伙伴，以便在华部署他们的医院系统，满足中国医疗系统改革变化所催生的广泛需求。目前，novaHEALTH已经在北京一家私家医院成功部署了他们的医院信息系统。我们相信，很快这些优质的方案将在中国进一步普及，我们寻常百姓都将感受到狮城资讯通信科技企业为我们带来的便利。

智慧，并不是孤立的，唱好这场戏，政府当然是主角，但是如果没有更多的公司加入进来，这场戏显然难以达到高潮。在新加坡，我们的最大感受是，政府、企业各自扮演好自己的角色，从而成功地将之演绎到高潮，叫好又叫座，这一点或许是最值得我国政企学习的。
