I want to do research on Vietnam lottery, thus, i want to compare it to The Philippines' one, i found that The Philippines' one is not actually operates the lottery but leasing of lottery equipment & software, from company info.:

so, I think the business nature of Vietnam & Philippines are different and shouldn't be directly compared, i'm not sure whether i'm correct?
