HÀ NỘI — The Ministry of Industry and Trade has issued Decision No 281 which increases the prices for power generation in 2019.

These prices are used to negotiate power purchase agreements between the State-run Vietnam Electricity and power plants.

Accordingly, the prices for power generation in coal-fired power plants are set to range between VNĐ1,677 and VNĐ1,896 (US$0.07-0.08) per kWh during 2019, excluding some taxes, sea port fees and infrastructure. The prices are VNDĐ359 and VNĐ76 per kWh higher than those of 2018. 

The ceiling prices for power generation in hydropower plants this year would be increased by VNĐ20 per kWh than last year to reach VNĐ1,100 per kWh excluding taxes.

The ministry’s calculation showed that the price of imported coal this year is VNĐ1.74 million per tonne excluding taxes and transport costs, increasing VNĐ0.14 million from the previous year. The rise in the price scheme for power generation was partly due to the increase of imported coal prices. 

The 2019 power generation prices have been calculated on the basis of net fuel consumption rates of 0.478 kilo per kWh applied to the net capacity of 1x600 MW and 0.474 kilo per kWh for the capacity of 2x600 MW.

Another indicator was the reference exchange rate of VNĐ23,350 per US dollar.

Last year, the electricity generation prices fixed for coal-fueled power plants reportedly fell from VNĐ1,597.22 to VNĐ1,600.04 per kWh while the price for hydropower plants was VNĐ1,090 per kWh.

Nevertheless, I hereby attempt to determine the potential of Jaks Hai Duong Power Plant using the local tariff matrix. 


Based on the above announcement;

Jaks Hai Duong Power Plant Earning Forecast

Plant capacity = 2 x 600MW = 1,200MW

Theoretical output = 1200 x 24 x 365 x 1000 = 10,512,000,000 KwH

77% Mininum Base Load output = 10,512,000,000 x 0.77 = 8,094,240,000 KwH

Average prices for power generation effective February 2019 = US$0.075 per KwH

Average Cost of Imported Coal in 2019 = VND1.74m / 23,350 = US$74.5 per tonne

Therefore,

Revenue  = 8,094,240,000 KwH x 0.075 = US$ 607,068,000

Cost of Coal Based on 0.474 kg per KwH consumption rate

= 8,094,240,000 KwH x 0.474 x US74.5 x 1.08 / 1000 = US$ 308,698,449

Average Fixed O&M Cost = 39,500/MW x 1200 = US$ 47,400,000

Average Variable O&M Cost = US$ 0.69/MwH x 8,094,240,000 KwH x 1.08 / 1,000 = US$ 6,031,828

EBITA = 607m - 308m - 47m - 6m = US$ 246m

Hence, 

Jaks 30% EBITA sharing = US$ 246m x 30% x 4.2 (US/RM) = RM310m

Jaks 40% EBITA sharing = US$ 246m x 40% x 4.2 (US/RM) = RM413m

Average Interest expense at 6% = US$44m

Depreciation Expense = US$ 1,870m / 25 = US$75m

Profit before tax = US$ 246m - 44m - 75m = US$ 127m

Jaks 30% profit sharing = US$ 127m x 30% x 4.2 (US/RM) = RM160m

Jaks 40% profit sharing = US$ 127m x 40% x 4.2 (US/RM) = RM213m
