The interview on your link seem very brief. Thus, unable to answer your question specifically yes or no. Need to write another blog tocommenton it!.

You should read the whole book ti understand what his thought.

He is analyst of Quantum Fund while George Soros is trader. This mean Jim Rogers bad in execution. He do the analysis. what he predict usually will happen. But he don't know when! Thus, he is bad trader. George Soros are the one doing the trade and more good at timing.
