Mandatory jail sentence, whipping and penalty should be the way to reduce this foreign workers menace. Don't allow agents or agency to dabble with foreign workers. Let HR and it's laidback government staffs do the job. Restrict Home Ministry to only checking background of foreign worker and visa.
