When authority choose no action, many things can happen. Ambank, non disclosure of significant info promptly (ie gov claim of billion compensation), senior officials disposed of shares prior announcement of compensation for gov..... long list of others.
Market is about luck as in the case of serba where analysts sell it high. Lol.
