（吉隆坡27日讯）沉寂已久的隆新高铁项目（HSR）终于有眉目，市场分析员推敲隆新高铁有不小机率在今年下半年正式重启，届时可惠及杨忠礼机构（YTL，4677，主板公用股）等建筑业者。

据报导，政府已经接近为MyHSR公司委任一位首席执行员，填补这个自去年末季以来一直悬空的空缺。MyHSR公司为政府成立的特别用途公司（SPV），负责执行隆新高铁，大马部份的工程。

银河联昌国际投行分析员称，不论最后由谁来担任MyHSR公司首席执行员，这是一项正面进展，预示隆新高铁项目可能很快就会重启。

首席执行员4人选

他列出了MyHSR公司首席执行员一职的4位潜在人选，分别是该公司上任首席执行员拿督莫哈末诺、捷运公司（MRTCorp）前首席执行员拿督沙里尔莫达、陆路公共交通委员会（SPAD）前首席执行员莫哈末阿扎鲁丁和杨忠礼-TH产业联合财团前首席执行员拿督阿兹米。

同时，该分析员称，掌管经济事务的首相署部长拿督斯里慕斯达法，以及贸工部高级部长拿督斯里阿兹敏，已在今年3月主持了一项有关隆新高铁项目的内阁会议，而当时该计划的总价值是680亿令吉。希盟政府此前在2018年7月宣称的隆新高铁总体发展成本为1000亿令吉。

马新两国定下的隆新高铁暂缓检讨期将在5月杪到期，分析员指出，上述消息在期间前流出，正好印证了他的看法，即隆新高铁很可能迎来好消息。

“隆新高铁在下半年重启的机率正升高，更多投资者也开始预期政府会把隆新高铁作为一项长期大型工程，纳入第12大马计划（12MP）当中。”

对于隆新高铁成本会否遭到削减，分析员相信，不太可能将大马城（Bandar Malaysia）排除在高铁项目外，因高铁终站设在大马城可容纳最多的乘客。同时，这也符合大马城包含交通枢纽中心的发展蓝图。

另一方面，该分析员看好杨忠礼机构这家大型工程业者，并认为隆新高铁重启可令该公司获得较大利益。

他指出，杨忠礼机构依然落后大市，股价年初至今下跌12%，比2018年第14届大选后的低点还低8%，同时股价对账面价值比率（P/B）预测值为0.6倍，已被低估。

分析员亦称，马资源（MRCB，1651，主板产业股）和WCT控股（WCT，9679，主板建筑股）是另外2家可望从隆新高铁重启中获益的业者。无论如何，银河联昌国际投行保持建筑领域的“中和”评级。

另外，预期可从大马城项目中受惠的依海城（IWCity，1589，主板产业股）及怡克伟士（Ekovest，8877，主板建筑股）近期也成为焦点，周三继续交投热络，怡克伟士涨3仙或5.45%，收在58仙，成交量达1亿零941万股，是第13大热门股；依海城也涨6仙或10%，至66仙，成交量达5598万股。
