This is an article posted back in year 2013,even that time it was clearly stated that the football license will be granted to a state-owned company,most likely it was refer to vietlott,if this arrangement does not change i assume vietlott has the highest chance obtaining the license

They're building all the racing courses by foreign investors from Korea, Hong Kong and Australia. There's no monopoly license announced officially at this moment YET. Or maybe, only one main operator will control all the racing courses there. As I know of still until now, Vietlott is a government controlled company which work closely with BJCorp, Vietlott and BJCorp already built 3,000 over betting station for their on-going lotto business and targeting to be 10,000 stations, the stations will not only be used for only lotto, also in horse racing, greyhound, and soccer betting. So please, don't panic or make everyone panic.

No point to own this stock, this company make money but will not share or distribute to shareholders, when this company sold some of their business and properties again the value will not share to shareholders as well, when this company need money again it will ask from shareholders but you will never able to get back the return
