Eastern & Oriental (E&O) has taken another step in realising the development of phase two of its Seri Tanjung Piniang project in Penang after the company completed the environmental impact assessment report, and is now awaiting approval from the Department of Environment to begin reclamation works.

Allocation of budget by Fed Govt and Fulfilment has been low to Penang. Penang needs deeper pocket for the next 5 years to turn it around after steering clear of leakages. However, to do this, it has to be in sync with a master plan that has to do with development.

This is where BN failed after LIm Chong Eu, and Koh Tsu Koon has been made a stooge for far too long. When stooge rule as proxy, and leakages are abundance, there will never be a master plan for development. It will be a piece meal rather than a set meal and this can be easily seen from the initial failed negotiation with Ikea way back in early 2003. As investors, Ikea did not see the full picture as they do now. This is important because Ikea like all investor require volume as a percentage of their startup cost to determine break even period. For previous leadership rule was vacuous and everything depended on central to provide income and gearing was in the order. Hence budget yearly was easy to work on ie "ask for more"

Now that Penang has got the footing correct, it is a reality to start moving forward. The first 5 years from 2008 has allowed major cleansing of ideology, and methodology to set forth 2013 endeavor for the next 5 years. As seen these endeavor has a vision and one that put forward infrastructure as the driving wheel to propel the rest of the vision and stakeholder's buy in. So it is not a surprise for ikea to take the bait and for the Premium outlets similarly together with more investors on the way. So in the meantime, developers with Landbank on mainland can start prep for next 3 years to catch the demand and can act also as a hedge for the future.

With the above standard in place on mainland, the island being a heritage city will need to create a one up if not with the current proposal of STP2, it will need to extend its offering. As with my earlier writing, with the underground tunnel in the works for approval, will then form the backbone infrastructure together with the first and second bridge. This will allow the first part of the vision to get the full architecture to seamlessly integrate the heritage, hospitality, community and lifestyle.

For those who see this value, will also see a greater position in lifestyle home ownership. This is so because, this category allows for foreign property buyers to invest above RM1Million which will attract the likelihood of Chinese from China, Taiwan , Hongkong and Singaporean who already form the existing staggering 70% ownership in Penang.

With all thought and vision being shared, don't be surprise if the next delineation may sign of mainland to Kedah.!!

So moving forward, Malaysia may not be own by Malaysians anymore but investor from all these countries. You see,today we have middle eastern controlling the golden triangle, Singaporean investing heavily in Iskandar, and the various nationality in Penang. So where will you put your bet on??

7 and 8 is the optimum number to achieve profit . If you are looking at 5 years grace for investment, 7 or 8 counters should suffice. This should leave you 30% in account for any eventuality or turnaround play. The most important of any long play ie 5 years or more is the company management and structure. I personally like family management or self imposed businessman with reputation. Example of a charismatic businessman is Jamuluddin Ibrahim the MD/President of Axiata and formally Maxis MD. His track record span with the growth of Maxis locally and internationally. Hence when he join Celcom and now Axiata in transition, it make most sense to invest and generally guys like that can impose change and improvement just like Liew Kee Sin of SP Setia. However there is a golden rule to this game and it involve disposing at whatever cost if these leaders leave even if before 5 year maturity.

The key word of the day here is "Analysis Paralysis". Do a simple self logic after reading many reports. Many make money by being a contrarian however, they need very strong knowledge of subject matter without being swayed by party of interest. I see many who writes articles but ask for information so that they can piece the missing link. To me that is itself is a weak link.

To understand a position taken in stock market, one must really understand why an overbought position or oversell position is preferred and when they are required. Imagine this, if you buy something cheap, you would want to sell it higher right?
And when would you want to sell it higher would depend on when the benefit is.
Example if you sell a position within a T+ 3 for a contra play would be ideal with profit or just before a dividen is factored in or knowledge of major announcement. I personally prefer the latter.

In a technical analysis, the above can be seen as weakness when the price goes to the buyers position. However this is only true with certain conditions. Hence a TA expert can't tell you by just one day drop in price of a particular counter and may require a combination of pattern over a period or a set of marker over a few days. When a share price goes down and in favour of buyers position, it can mean a few thing. One of it is consolidation, and the other is weakness and of course a variety of other thing such as rumors and so on. This is where your knowledge on subject matter and strong opinion comes in to play. A good example would be strong daily opening and weak closing which may suggest indecisive buyer and seller especially if seller goes down to buyers price in queue. However this may not be entirely bad because for a speculative counter, this usually happen but for a good FA counter, this may be a good time to collect. In other words, it is usually called buy on weakness.

The above play is good for traders and good for investors who want to continue in strengthening their position and volume holding. For those investors who play this game will bank on heavier position at bottom price knowing that share market fluctuates with longer hold position. Hence when there are enough investors or very strong single investor in a counter, the price is well supported and may bar those speculative buyers from coming in as the organic growth is more predictable. When counter like this presents itself, it is always always easier to calculate yield and 5 years projection provided no change in the golden rule of Management and structure !

At each point of proposal to development, there are always objection and when we look back, we wonder what happens if these were historical structure and infrastructures were never created in Malaysia. Today we have 30Million citizen and growing and if we assume for one minute we stop development what would happen in the next 10 years. If we are not creating lrt would be another example how much stunted we will be in a decade.

Hence objection is always part and parcel of our daily life. For every objection, come a good proposal to which is almost always, is a case of facts vs logic. Example, factually a study by consultant is done and information shows proceeding would be positive however logically we refer to past failure, personal reasons or even political one to object. While past failure do present a good argument, forward action to prevent past mistake should also prevail.

In the case of STP 2, we have CAP and SAM leading the logical argument while it is already presented studies and supporting succeeding facts. Again and again we always have short sighted views which are not corroborated with proper argument and facts from studies done. We all know the previous Goverment of Penang was one that rule as proxy to the greater powers then. I have written on this and will not elaborate in it. Those failure in STP1 also came with the same failed mentality of the those in proxy power. This is similar to the argument of why so many failures in building structure of football stadiums, mosque and Goverment offices resulting in roof of building collapsing or the whole building structure giving way while those commercial buildings do not not have these problems.

I like betting on MD/CEO with proven track record. Some of the names I have already shared. Normally these individuals are driven and wired for success in their methodology and execution style. If they have done it twice previously, it is unlikely to fail the 3rd time around.
Don't go for companies where the CEO's success factor is creating an exit solely for themselves. We know who they are and we avoid at all cost.

But there are two ways to this one!!
In fact, there can be three ways to this solution.....
1) Mainland - Mammoth Shopping, Theme Parks, Parks, greenery, light industrial, extension of housing and development
2) Main Island - Heritage, Shopping, Beaches, Hills & Greenery,
3) STP2 - Lifestyle living

We have seen no 3 in Hong Kong however if done well in Penang, all the 3 will be nicely segregated within the radius of Penang

If we already know the High Speed Rail will terminate at the old TUDM airport and 2020 as the deadline, a large part of the area from Sungei Besi to Cheras and Taman Desa and City Center may have a new valuation. It will not be surprising for KLCC to lead above rm5000 psf

What a flight on SIA....wonderful service !!

Flight was filled with a lot of MAS frequent flyer like myself. It will be difficult for MAS to recover this round and bail out is the only chance

So if such is the case, do they need a good CEO since bail out is always in the order.

Now I did mentioned last week on subject " when everything key comes together" this include politicians from both divide, broker, businessman and concessionaire. These deals require a lot of good heads and ppl put together and not one of those that require bail out.

The beneficiary party that wins most on any deals in my opinion is the broker. The broker is the kingmaker much like the broker in the share market. Reason being, their main output is to draw the deal and exchange and the rest is reward. Even in the share market , as long as the deal is done and disbursement is in the order of the day, the broker gets rewarded. We have seen this in recent time for AA and Mas before the deal was cancelled however the broker still got paid. Now you see why the broker is the kingmaker?

I note that this forum does not discuss E&O but other matters that have nothing to do with this stock.nevertheless Iit is knowledgable to known why the broker is the kingmaker. Now let us see whether This stock breaks 2.30 or not, to my opinion it may be very soon and will go higher.

Call it " You scratch my back I scratch yours" or "You help me I help you" or whatever exchanges with mutual benefit, win-win as tagline has become synonymous with certain fratenity and enforcers of the law. These fratenity used these words in context where deals are made and businesses are won, sunken or any other terms that define winning and winning mutually .

We have come to the end of the tagline here in the final stage where the winnable team follows a mathematical quotient rule where derivative from this rule has to be a real number. If you understand the tagline and the rule, you can only be paid if you win and create that exchange process. Now that all action, procedure, policies rules and studies has been completed it's time to revisit the complete exchange.

In any negotiation at the highest level to move forward whether inching or full throttle, always comes with commitment. Each commitment is denoted by a positive action and reciprocated by the other in the way to show how genuine they are. An example of the positive action and reciprocate is when a deal has not been fully sealed but each party has to throw in something valuable much like a business partnership where the partners have to throw in a monetary commitment before a business starts operations. If one partner does not move and commit and earlier agreement the whole thing cannot move forward.

We understand commitment now but how does it apply to an exchange here? There are two major commitment here to showcase the exchange. One being the % and the other being the land deal commitment. If the exchange can be sealed, the 2 commitment will go above the value and become apart of the source.

Why is it important for Property Developers to do a M&A during these trying period?
M&A essentially means consolidation and regroup. When put in the right context, it really means making more efficient use of assets and effectively ensuring those sunken cost deliver to optimum. Normally when a M&A happens, there could be surplus of redundant skill and work force. Not forgetting a growing company will be saddled by high operating cost during sudden turn in economy or govt policy as in Malaysia' s case, will have no alternative but to maintain the bottom line for survival at best. This survival will depend on the cash flow and incoming unbilled.

On a more optimistic view, we are in a globalize world. This means that not all monies transaction can be seen by Bank Negara. This is so because not all money transactions and loans to developers go thru local banks and may even be transacted before coming in to Malaysia especially those involving China and ICBC. If such is the case, we may only see the value of business brought into Malaysia and the jobs it provides but not the real transaction.

With the remimbi now hub in Germany, this could also be a sign of the Chinese moving more business to Europe. This is so because you normally do not want to your business to be affected by net exchange losses due to currency exchange. Even as is, the view of a recovering Europe continent also can be viewed like a turnaround stock counter where the promising uptrend can deliver whatever that is already at rock bottom.

This bring me to my next point which is Malaysia and where we stand. Malaysia is unique in the sense that we are a more emerging country compared to Thailand and Indonesia. One being that it sits on the continent and is more stable than Thailand and second, it's still a developing country compared to Singapore which means the exposure and property asset values has not mature. In recent times, a lot has been said of Indonesia and it's property however, it remain that the country is decentralize with poorer infrastructure and commitment compare to Malaysia. The Chinese too view this as a good fundamental and possibility from geographical location and the fact Malaysia is showing more promising growth in Iskandar, KL and Penang.

What would you do in negotiation for an exchange transaction??
Gesture is a very important part of a negotiation. A gesture shows how commited you are to an exchange. Everyone can say they will do this and that but without the presence of a contract or agreement, nothing is edge in stone. Hence, the MOAs and MOUs are a form of gesture however these are non-binding either. Meaning legally a MOU and MOA may still escape the commitment without agreement. To mitigate a situation like this, a key and more important gesture to show commitment is moving a step further in the direction of what would be and a step before an agreement is signed.

Remember even when a M&A is mooted, the principal and the possible bind company still will not share very intimate information as distrust looms. For each information shared may be in the order of a signed NDA in case the merger does not happen and private information shared are done so in controlled enviroment. We have seen in recent times AA and MAS which eventually was a no play. Imagine is too much was shared during the merge.

If we understand the above, if everyone says they want to do a M&A, it remain that (just a feel good talk) if no action is taken. For those familiar with negotiation of large order, a "give and take" gesture is a very important step. So for all those looking at any M&A, see if you can spot the this important gesture which is to buy trust until the fruition can be confirmed!!!
I personally have 6 GOs under my belt over a period of 23 years and each and everyone has the presence of these gesture prior

Round 2 settled in the exchange......one a piece. Timing is out but price is reflective. Broker is not yet in as exchange not complete.
So far one gesture, one exchange 1 - 1
To get the full exchange transacted will wait at round 5.
