Gamuda - Betting Big On MRT3 & Australian Projects

1. Gamuda guided for the values of the two tunnelling packages of the A$20bil (RM60bil) Sydney Metro West project currently under bidding, to be comparable to those of Malaysia’s MRT1 and MRT2, given the similarity in terms of scope and scale, adjusting for the generally higher cost levels in Australia (vs. Malaysia). The MRT1 was completed in 2017 at a cost of RM21bil, while the MRT2 is currently still under construction at a lump-sum price of RM30.5bil.

Recall, a JV between Gamuda Australia and Laing O’Rourke has been shortlisted for the Sydney Metro West project’s first two major tunnelling packages, namely: (1) the 11km Central Tunnelling package from the Bays Precinct to Sydney Olympic Park; and (2) the 9km Western Tunnelling package from Sydney Olympic Park to Westmead (Exhibit 4). The other two finalists are John Holland, CPB Contractors–Ghella Australia JV and Acciona Australia–Ferrovial Australia JV. The Central Tunnelling package will go to one of the three finalists, and the two unsuccessful finalists for Central Tunnelling will then compete for the Western Tunnelling package.

2. Gamuda said that the winning bid for the A$2.6bil (RM7.8bil) Sydney M6 motorway is likely to be revealed by 2Q2021. Recall again, a JV between Gamuda and a smallish Australian contractor BMD Constructions Pty Ltd has been shortlisted for the underground expressway (which is, according to Gamuda, very similar to the Smart Tunnel project given the large diameter of the tunnel, minus the storm water drainage), alongside with Acciona–Samsung JV and CPB–Ghella JV. Gamuda said that it has completed the technical submission, and is currently working on the commercial (i.e. pricing) submission for the tender. It believes that it is building a “strong pipeline (of projects)” in Australia on expectation of it being shortlisted for another tender in Australia soon.

3. With regards to the RM21bil MRT3 project, Gamuda believes that it has made “good progress behind the scene” underpinned by “fruitful discussions with the government”. Recall, Gamuda has been pitching to the government the idea of earmarking the MRT3 as one of the “anchor” shovel-ready infrastructure projects to pump-prime the economy in the aftermath of the pandemic. Recall, Gamuda is confident to hit the ground running in about three months if the project is to be awarded to it directly (vs. 12–18 months if the project is to be awarded via an international tender). Also, to ease the financial strain on the government, Gamuda is receptive of the idea of: (1) stretching out the construction period; and (2) backloading the construction work (i.e. to go slow during the initial stages).

The government will go ahead in implementing transport infrastructure projects and will allocate RM15bil ringgit to fund the Pan Borneo Highway, Gemas-Johor Bahru electrified double-tracking rail project and phase one of the Klang Valley double tracking project. The Rapid Transit System Link from Johor Bahru to Woodlands, Singapore and the MRT3 in Klang Valley will also continue. The government will also continue with the High-Speed Rail Project with Singapore because of its multiplier effect on the economy.

(Bloomberg) -- Oil in London jumped by the most since June as Pfizer Inc. reported a potential Covid-19 vaccine breakthrough.

Crude futures spiked following news the vaccine, being developed by Pfizer and BioNTech SE, prevented more than 90% of infections in a study of tens of thousands of volunteers.

Markets globally surged. WTI climbed more than 10% in New York, while global equities soared. It led to broader strength in the oil futures curve, with timespreads also moving sharply higher.

A vaccine “would be the most meaningful type of mitigator to the situation,” Saudi Energy Minister Prince Abdulaziz Bin Salman said prior to the Pfizer announcement at a conference on Monday. “We’re still hopeful that vaccine is found and that vaccine or vaccines spread and hopefully mobility would be regained.”

Since Covid first emerged, oil markets have been steadily recovering from the biggest crash in consumption in a generation. Transport use in Asia has rebounded strongly, but the renewed resurgence of the virus in Europe has continued to weigh on demand in the region. The emergence of a vaccine would not only help regions suffering form renewed lockdowns, but could also help spur the return of aviation demand -- the hardest hit corner of the market.

The relief in the market was seen in the profits from turning crude into transport fuels. Gasoline cracks in the U.S. reached their highest since mid-October, while those in Europe also gained. Jet fuel was also gaining relative to the value of other transport fuels in Europe, Bloomberg fair value data show.

Prices had earlier rallied as Joe Biden declared victory in the U.S. presidential election and began preparations to navigate America’s pandemic-hit economy out of crisis, with potential shifts coming on a range of policies from fiscal stimulus to Iranian sanctions. At the same time, Saudi Arabia said that OPEC+ could extend oil cuts through 2022 as the group seeks to re-balance the glutted market.

KUALA LUMPUR: Malaysia said on Wednesday it has signed an agreement with China to cooperate on the development of a safe and efficacious vaccine, as part of efforts to combat the Covid-19 pandemic.

Under the agreement, in force for an initial period of five years, the Southeast Asian nation will be given priority access to Covid-19 vaccines developed by China. Both will share knowledge and expertise and facilitate scientific and technological capabilities to advance vaccine development in their countries, Malaysia said in a joint ministerial statement.
Science, Technology and Innovation Minister Khairy Jamaluddin signed the agreement with his Chinese counterpart Wang Zhigang in a virtual ceremony.

Cooperation between Malaysia and China under the agreement would be supervised by a committee chaired by the foreign affairs ministers of both countries that was formed in October to address post-pandemic challenges.

"Both countries will also support the participation of their public and private sectors including universities, institutions, societies and organisations in joint collaborative projects," the Malaysian ministries said.

Only seven companies were loss-making in 3Q20. The seven companies are in sectors that were worst hit by the pandemic, namely AirAsia Group Bhd, Genting Malaysia Bhd, Malaysia Airports Holdings Bhd and Genting Bhd as well as three companies that are property and construction-related — Sime Darby Property Bhd, S P Setia Bhd and Gamuda Bhd.
While these seven counters have all seen poorer performance on a year-on-year basis, three companies — AirAsia, Genting and Genting Malaysia — reported narrower net losses against their respective immediate preceding quarter (2Q20).
