7 booths open for feedback on ECRL project
KOTA BARU: Seven booths have been set up to allow the public to learn more about the East Coast Rail Link (ECRL) project and provide feedback on its realignment.
The feedback will be reviewed by Malaysia Rail Link (MRL) Sdn Bhd and the Transport Ministry.
The booths are manned by MRL staff and will be open daily (except for weekends and public holidays) from 8am to 5pm for the next three months.
Two are located in Kelantan and five in Terengganu.
Hasnah Ishak who visited the booth at the Land Public Transport Agency in Panji, here, today, said: “I just wanted to know whether my land in Pasir Hor would be involved in the project and praise be to God, l got my answer today.” The 64-year-old housewife said it was a good idea to open the booths to provide information on the project.
The Prime Minister’s Office had said that the cost of phases one and two of the project had been reduced from RM65.5 billion to RM44 billion.

KUALA LUMPUR (Jan 16): PublicInvest Research said Ageson Bhd is attempting to stage a potential breakout from its consolidation phase.
In a trading ideas note today, the research house said improving RSI and MACD indicators currently signal reasonable entry level, with anticipation of continuous improvement in both momentum and trend in near term.
“Should resistance level of 11.5 sen be broken, it may continue to lift price higher to subsequent resistance levels of 12.5 sen and 13.5 sen.
“However, failure to hold on to support level of 10 sen may indicate weakness in the share price and hence, a cut-loss signal,” it said.

ECRL 11% completed including works on tunnels
The 648km rail link is progressing at an expected rate despite changes to its routes and key infrastructures
MALAYSIA Rail Link Sdn Bhd (MRL) completed 11.07% of the RM44 billion East Coast Rail Link (ECRL) as of September this year as the government seeks to prevent any delays in the key rail project.
The 648km rail link, which was dogged by questionable costs, is progressing at an expected rate despite changes to its routes and key infrastructures.
Transport Minister Anthony Loke said construction works for tunnels and staircases along the 223km stretch of ECRL between Dungun, Terengganu, and Mentakab, Pahang, are also in the running.
“MRL has resumed the land acquisition process for the Dungun- Mentakab stretch under Section 8 of the Land Acquisition Act, some of which have been previously gazetted,” he said in a written Parliamentary reply.
Loke was responding to Datuk Seri Idris Jusoh’s (Barisan Nasional-Besut) question on the current status of the ECRL project. Additionally, Loke said MRL as the owner of the ECRL project submitted the ECRL Railway Scheme in September 2019 for the Kota Baru to Dungun range to the Land Public Transport Agency (APAD).
“This is in line with the requirements set out in the Land Public Transport 2010 Act (Act 715) to obtain conditional approval for carrying out public inspection activities.
“The preparations of the Environmental Impact Assessment Report, Heritage Impact Assessment Report and Social Impact Assessment Report are also underway for approval,” he said.
He added that the public inspections will be conducted for three months for public review to the new ECRL alignment from Kota Baru to Dungun.
For the Mentakab range to Port Klang, MRL is in the process of submitting the railway scheme to obtain conditional approval from the APAD.
The ECRL, which originally had a price tag of RM65.5 billion, was cancelled when the Pakatan Harapan government came into power, only to be resumed on April 12 this year at a lower cost of RM44 billion.
The RM21.5 billion cost reduction has been achieved through a series of revisions in its engineering aspects and value engineering encompasses all aspects of project implementation.
The main results of this study were the ECRL alignment between Kota Baru and Dungun, and the border between Mentakab and Port Klang.
“This new alignment reduces the quantity of land treatment works and the number of tunnels and staircases to be built which in turn lowers the overall cost of the project.
“The new line from Mentakab to Port Klang through Jelebu, Negri Sembilan, has managed to avoid the Gombak Quadrangle, which is designed to be designated as a Unesco world heritage site,” Loke said.
He also noted that new stations have been identified in Selangor and Negri Sembilan.

Even before the expected completion of the ECRL in 2026, the megaproject is starting to open up new opportunities for Malaysians by creating jobs and providing knowledge-sharing and technology transfer as construction gradually moves into full swing.
KUANTAN, Malaysia, Dec. 9 (Xinhua) -- The East Coast Rail Link (ECRL), a major infrastructure project between China and Malaysia, is set to greatly enhance connectivity in Malaysia, bringing more balanced growth to the Southeast Asian country.
Even before the expected completion of the ECRL in 2026, the megaproject is starting to open up new opportunities for Malaysians by creating jobs and providing knowledge-sharing and technology transfer as construction gradually moves into full swing.
NEW PROSPECT FOR DEVELOPMENT
When Mohd Haziq Akhmal learned about the ECRL's recruitment roadshow, hosted by main contractor of the project China Communications Construction Company (CCCC) and the project's owner Malaysia Rail Link (MRL), he traveled from the historical town of Malacca on the West Coast of Peninsular Malaysia to Kuantan on the East Coast, where the event was held.
The 260-km trip across the peninsula currently involves a four-hour drive, but the 31-year-old civil servant, who applied for an engineering position in the ECRL, considered it worthy to earn a new opportunity.
"I have a background in engineering, so that's why I applied for this job," he told Xinhua at the roadshow on Friday. "I found out about the job offer from friends, so I came from Malacca straight here to apply for the job."

He is well aware that his travel time will be cut in half once the 640-km ECRL is operational.
"There are many benefits. It will shorten travel distance, and it will create jobs for each state that's involved in the construction," he noted.
The railway, which runs from Malaysia's largest transport hub Port Klang and travels across the peninsula to Kelantan state in northeastern Malaysia, will link the country's less-developed region on the East Coast to the economic heartland on the West Coast.
The prospect of working in her hometown of Kelantan is attractive for Khairulnisa Kamarulzaman, a 27-year-old civil engineer who currently works in the capital city of Kuala Lumpur.
"I want to work in Kelantan. I want to work in my hometown," she said. "This project brings a lot of benefits, especially to our locals."
June Yow, a human resources manager with the CCCC, said the feedback received at the roadshow was very positive. "We actually started at 10 o'clock in the morning, but I think by 9:15, when we were busy doing the set-up, people were queuing up," she said.
The manager added that many of the applicants knew a lot about the ECRL and wanted to be a part of the project.

WORKING HAND IN HAND
This was maybe the same reason why 65-year-old Osman Haron deferred his retirement plan and accepted an invitation from his colleagues from the CCCC to work for the ECRL.
Osman was a veteran at the Chinese company. "I have been with the company for 19 years, nearly 20 years," he noted.
Now working as a section director in charge of health and safety and environment issues, he is confident that the ECRL will bring benefits to his hometown of Temerloh, which lies almost at the center of the peninsula.
"Of course it will be good for my hometown, because it will be easier for them to travel to Kuala Lumpur," he said. "I feel very happy to contribute maybe my last service this time."
Over the years, Osman has enjoyed working with his Chinese colleagues. "I have done my service according to what responsibility needs to be given. Maybe because of that, they like me," he joked.
"To me, I like to work with them because they like to know further. They like to learn something that's new for them," he noted. "I love to give them training and so on."
Osman's colleague Satnam Singh Ajit Singh, a CCCC section manager in charge of authority and community liaison, was expecting to experience culture shock when he joined the company.
But he was soon surprised at how his Chinese colleagues had been trying to adapt to the local culture.
"You see how they respect our culture. 'What shall we do and what shall we not do' -- all these things are always on their mind," he said, adding that his Chinese colleagues visited nearby villages and orphanages to interact with locals.
Collaborations between Malaysian and Chinese people, who work hand in hand, are essential for the smooth development of the ECRL.
EARLY BENEFITS EMERGED
The benefits of the ECRL and the opportunities it presents are emerging long before the trains will start running.
The four-day recruitment roadshow in Kuantan over the past week revealed the efforts being made by both the CCCC and the MRL to tap local talent in construction.
The ECRL project stands to create 23,000 jobs during the peak of its construction period in 2021, said the two companies, adding that the project seeks to recruit professionals, skilled workers and general workers.
"The recruitment roadshow is in line with the ECRL's role as a catalyst for economic equality between the West Coast and East Coast of the peninsula. Hence, we take this opportunity to highlight to Malaysians that there are ample job offers via the ECRL project, which prioritizes a local workforce," the two companies added.
Malaysian Finance Minister Lim Guan Eng said last month that the construction of the ECRL would greatly benefit locals and boost knowledge-sharing between Malaysia and China.
"The ECRL project will provide new jobs for local vendors and contractors," he said at the ceremony when Small Medium Enterprise Development Bank Malaysia announced it would set aside 1 billion ringgit (240 million U.S. dollars) especially for local contractors to participate in the ECRL.
At least 40 percent of the civil works will be done by local contractors, according to the CCCC.
"The ECRL will also provide the platform for knowledge-sharing and technology transfer," Lim noted. "This is crucial as Malaysian companies, especially the smaller ones, must urgently raise their competitiveness and improve their work and service quality."
Malaysia and China are also actively exploring opportunities for joint ventures along the ECRL. Such cooperation between the two countries, said Malaysian Transport Minister Anthony Loke Siew Fook in July, would support the implementation of the China-proposed Belt and Road Initiative.
For Osman, the ECRL is the largest and most challenging project in his career with the CCCC, but he is confident in its success. "I look at the management set-up, it's really well established and well organized. I'm sure the project will be completed on time," he noted.

ECRL project will continue as planned, says Dr M
KUALA LUMPUR: The East Coast Rail Link (ECRL) will continue as planned unless the company involved in the project can negotiate with China, says Tun Dr Mahathir Mohamad.
The Prime Minister said that he is willing to follow if the company can renegotiate the deal and suspend the project.
"The company has to conduct negotiations. If they are willing to negotiate with the Chinese and tell me that they can suspend the project, I will follow them," said Dr Mahathir.
He was asked to respond to a statement by former Council of Eminent Persons' and economist Professor Jomo Kwame Sundram, who had called for the government to re-examine the ECRL project once again, after a witness in the 1MDB trial testified in court that the project was a possible bail-out.
Jomo had said the Federal Government must not be complicit in continuing to cover up what the previous government was trying to do with public funds.
During the 1MDB trial earlier this month, Datuk Seri Najib Razak’s former special officer Datuk Amhari Efendi Nazaruddin, while reading his witness statement, told the court that the ECRL was among several mega-projects that were meant to bail out the sovereign wealth fund.
"Datuk Amhari's court testimony under oath clearly suggests considerable abuse in how the ECRL, the gas pipelines and other projects were conceived, approved and financed.
"The MACC should follow up with further investigations and advise the government accordingly.
"In the meantime, these projects should be suspended if they are not already cancelled.
"The amount of government-guaranteed loans grew much faster under the old regime than government debt, but the government will still be liable especially as the project will never pay for itself and, now we know, was never intended to do so," Jomo said to The Star on Friday (Sept 20).
In response, Dr Mahathir said that Jomo is entitled to his opinion but that the government stands by what the Chinese government stated.
"That are his (Jomo's) thoughts, but the Chinese government has not told us anything.
"It may have a contract to construct it and as you know, we have reduced the scope and the cost," said Dr Mahathir.
He also said that it is up to the Malaysian Anti-Corruption Commission (MACC) to investigate the ECRL project.
"That's for them to investigate, we don't ask them (the MACC) to do anything," said Dr Mahathir.
He said this to the media after an event officiating the Heritage and National Culture Charter at an event at the Islamic Arts Museum Malaysia, co-organised by Albukhary Foundation and Budi Foundation here on Friday.

Bank Negara MPC cuts OPR by 25bp to 2.75%
KUALA LUMPUR: Bank Negara Malaysia's Monetary Policy Committee (MPC) reduced the Overnight Policy Rate (OPR) by 25 basis points to 2.75%.
The reduction in the OPR surprised economists who expected the MPC to retain the OPR at 3%.
Bank Negara said on Wednesday the ceiling and floor rates of the corridor of the OPR were correspondingly reduced to 3% and 2.50%, respectively.
“For 2020, growth is expected to gradually improve, with continued support from household spending and better export performance.
“The adjustment to the OPR is a pre-emptive measure to secure the improving growth trajectory amid price stability.
“At this current level of the OPR, the MPC considers the stance of monetary policy to be appropriate in sustaining economic growth with price stability, ” it said.

Public inspection on ECRL's Mentakab-Port Klang section starts on Jan 14
KUALA LUMPUR (Jan 11): The East Coast Rail Link's proposed Mentakab-Port Klang alignment, which will go through Negeri Sembilan and Putrajaya, will be on display for public inspection starting Tuesday (Jan 14).
The three-month inspection is for the public to provide feedback and suggestions on the new alignment that spans from Pahang to Selangor, said Malaysia Rail Link Sdn Bhd — a wholly-owned unit of the Minister of Finance Inc and the ECRL project and asset owner — in a statement yesterday.
The alignment, also known as Section C, comprises a mainline measuring 143.1km in length, a spurline of 41.5km, five passenger/freight stations, and a future station.
The new alignment was conceived to avoid the costly construction of the 17.8km long Genting Tunnel under the initial ECRL route, as well as to stay clear of the Klang Gates Quartz Ridge in Selangor, which is being established as a UNESCO World Heritage site, said MRL chief executive officer Datuk Seri Darwis Abdul Razak.
“The Section C alignment is crucial in the formation of a land bridge between Kuantan Port and Port Klang, where the 640-km ECRL network will end. This will pave the way for increase [in] freight transactions due to shorter travel time between the two ports,” he said, adding the Mentakab-Port Klang stretch via a more southerly route, took into greater consideration of rail connectivity, environmental safeguards, and social-economic impact.
“In line with the Public Inspection for Section C, MRL has initiated the Environmental Impact Assessment, Social Impact Assessment, and Heritage Impact Assessment reports for consideration by relevant authorities, in a bid to obtain the final approval of the Mentakab-Port Klang Railway Scheme from APAD,” he said.
In particular, the route will have designated passenger and freight stations at Temerloh in Pahang and Jenjarom in Selangor, with passenger-only stations at Klawang and Nilai in Negeri Sembilan, as well as Putrajaya Sentral in Putrajaya.
MRL said it recently received conditional approval for the ECRL Railway Scheme for Section C from Agensi Pengangkutan Awam Darat (APAD). Barring the final approval of the Railway Scheme for Section C, civil works for the Mentakab-Port Klang stretch including earthworks and foundation works, is targeted to commence from July 2020 onwards.
Preliminary works, such as topography survey, are now ongoing at multiple spots along the Section C alignment, while soil investigation works are expected to commence soon, Darwis said.
“MRL is pleased that the overall progress of the ECRL project has increased to 14.49% currently, boosted primarily by ongoing construction works at 27 priority locations within its Dungun to Mentakab alignment (also known as Section B),” he added.
Meanwhile, MRL said the public information booths for Section C will operate on work days at APAD headquarters in Kuala Lumpur, and at the Ministry of Transport in Putrajaya during the three-month public inspection period that will end on April 14, 2020.
Five more public inspection booths will be operating at the respective Pejabat Daerah dan Tanah at Temerloh (Pahang), Jelebu and Seremban (Negeri Sembilan), Sepang and Kuala Langat (Selangor) from Jan 20 onwards, MRL added.

China shuts down Wuhan as mystery virus extends reach
BEIJING: China placed the city at the centre of a virus outbreak under effective quarantine on Thursday, suspending outward flights and trains in a drastic step to contain a contagious disease that has killed 17, stricken hundreds and reached other countries.
Authorities in Wuhan, a major transport hub, also suspended public buses and subways, and said residents should not leave the city of 11 million people “without a special reason”.
More than 570 people have been infected with the virus across China – with most cases found in Wuhan, where a seafood market that illegally sold wild animals has been identified as the epicentre of the outbreak.
The coronavirus has caused alarm because of its similarity to SARS (Severe Acute Respiratory Syndrome), which killed nearly 650 people across mainland China and Hong Kong in 2002-2003.
Like SARS, it can be passed among people through the respiratory tract.
The first case of the new virus was confirmed on Dec 31, and it has since been detected in Japan, Macau, South Korea, Taiwan, Thailand and the United States.
The World Health Organization on Wednesday delayed a decision on whether to declare a global health emergency – a rare instrument used only for the worst outbreaks.
After a meeting of an emergency committee in Geneva, WHO chief Tedros Adhanom Ghebreyesus said he needed “more information”.
The emergency committee will meet again from 1100 GMT on Thursday, after its chair, Didier Houssin, said the experts were split over declaring a public health emergency.
Though Tedros praised China’s “very, very strong measures” to contain the outbreak.
Asked about Wuhan’s transport shutdown, Tedros said: “By having a strong action not only will they control the outbreak in their country but they will also minimise the chances of this outbreak spreading internationally”.
‘Sealed off’
Wuhan’s special anti-virus command centre said the quarantine measures, which come into effect from 0200 GMT, are meant to “effectively cut off the virus spread, resolutely curb the outbreak and guarantee the people’s health and safety”, according to state media.
The city’s tourism and culture department cancelled all group tours until Feb 8, according to the official Xinhua news agency.
The city had already warned people to avoid entering or leaving Wuhan. Large public events for the Lunar New Year holiday, which starts Friday, were cancelled.
Authorities in Wuhan also made it mandatory to wear a mask in public places, according to state media.
The hashtag “Wuhan is sealed off” was trending on China’s Twitter-like Weibo, with more than 30 million views.
With hundreds of millions of people travelling across China this week for the Lunar New Year holiday, the National Health Commission announced on Wednesday measures to curb the disease – including sterilisation and ventilation at airports and bus stations, as well as inside planes and trains.

Michael Ryan, head of the WHO’s health emergencies programme, said: “There are many unknowns to address in this event including clinical severity and the true extent and nature of disease transmission”.
Animals are suspected to be the primary source of the outbreak, with Chinese health officials saying that the virus originated from the market where wild animals were illegally sold.
But the WHO has confirmed that the virus can be passed between people, at least those in close contact, and Chinese health officials said it could mutate and spread further.
Countries have intensified efforts to stop the spread of the pathogen – known by its technical name 2019 Novel Coronavirus (2019-nCoV).
Passengers are facing screening measures at five US airports and a host of transport hubs across Asia.
European airports from London to Moscow have also stepped up checks and Nigeria, which has many citizens working in China, said it would start checks at entry points.
The US-based patient, a man in his 30s who is originally from Wuhan but who lives near Seattle, is resting comfortably at a medical centre and should return home in the “near future”, a medical officer said.
China ‘commendable’
Chinese authorities on Thursday reported dozens of new infections, bringing the confirmed total to 571.
WHO chief Tedros said there was “stability” for the moment.
“We don’t see any significant variation but at the same time we also believe that we have to be cautious,” he said.
Tedros also praised China’s openness about the outbreak as “commendable”.
But a senior US State Department official said Washington was “still concerned” about transparency in the Chinese government.
During the SARS epidemic, the Chinese government took months to report the disease and initially denied WHO experts access to southern Guangdong province, where it originated.

Public can help ECRL route by year end
PETALING JAYA: The public will be able to give views on the exact alignment of the revised portion of the 640km East Coast Rail Link (ECRL) by end of the year.
In a statement, project owner Malaysia Rail Link Sdn Bhd (MRL) said a three-month public inspection exercise will be held to gather feedback on the alignment so that the design can be fine-tuned.
This public display exercise is a statutory requirement under the Land Public Transport Act 2010, and MRL would soon submit the conditional ECRL Railway Scheme to the Land Public Transport Agency (APAD) for consideration.
The statement follows the relaunch of the ECRL Project at Terengganu’s Dungun tunnel by Transport Minister Anthony Loke.
Also at the event were Terengganu Mentri Besar Datuk Seri Dr Ahmad Samsuri Mokhtar, Negri Sembilan Mentri Besar Datuk Seri Aminuddin Harun, Chinese Ambassador to Malaysia Bai Tian and China Communications Construction Co Ltd (CCCC) vice-president Sun Ziyu.
CCCC is the engineering, procurement, construction and commissioning contractor of the network that is scheduled for completion by December 2026 so that a journey from Kota Baru to Putrajaya can be made in about four hours.
MRL said it will prioritise the works on its tunnels and viaducts along the alignment from Dungun, Terengganu to Mentakab, Pahang over the next six to 12 months in a bid to keep the project running on time.
“The prime focus would be on the design and physical works of the 14.13km of tunnels in 23 locations as well as preparatory works for 39.03km of viaducts in 65 locations,” it said, adding that these are situated within the 223km stretch from Dungun to Mentakab, where no rail alignment changes were made under the revised project specification. Advanced earthworks have commenced on several ECRL tunnel portal sites, including the 871m Dungun Tunnel, the 1.1km Paka Tunnel and the 2.8km Kuantan Tunnel, while site clearing and pile testing on multiple sites for viaducts are taking shape mainly in the coastal areas of Terengganu.
The revised project specifications involve reducing the network from 688km to 640km through alignment changes between Kota Baru and Dungun, together with the introduction of a new alignment southwards from Mentakab to Port Klang via Negri Sembilan and Putrajaya.
The project will feature at least 30 tunnels, with the longest tunnel measuring about 7km to be built in the Jelebu-Semenyih area of Negri Sembilan, along with several dozen viaducts with a combined length of nearly 100km.
All seven ECRL base camps and their satellite camps and batching plants in Kelantan, Terengganu and Pahang have been reactivated and local workers are expected to make up 70% of the workforce.
MRL CEO Datuk Seri Darwis Abdul Razak said local contractors eyeing the 40% civil works portion of the project would be notified in writing in a matter of weeks, adding that the ECRL pre-qualification evaluation committee is in the final stages of evaluating the bids from 1,321 Malaysian construction firms.
According to him, soil investigation works and topography survey have commenced on the stretch from Kota Baru to Dungun and the southern alignment from Mentakab to Port Klang, so that the final alignment can be locked down for land acquisition.
“We have proceeded with the land acquisition process under Section 8 of the Land Acquisition Act for the Dungun-Mentakab stretch involving 1,700 lots.
“In fact, most of these lots in Pahang have been gazetted by the authorities. We are ready for full-scale civil works, be it earthworks, foundation works and piling on multiple sites, along this 223km stretch to ensure the entire project is delivered in seven years,” he said.

ECRL Subcontract Works Of Up To RM11b Likely Only Source Of New Jobs In Budget 2020
The East Coast Rail Link (ECRL) — which is anticipated to have a civil works subcontract value of RM9 billion to RM11 billion — is likely to be the only source of immediate new order book for contractors in the upcoming Budget 2020 despite timing risks for new contract awards, says CGS-CIMB Research.
Its analyst Sharizan Rosely wrote in a note this morning that the research house is cautiously optimistic that new tender packages of the ECRL project can get off the ground in the fourth quarter of 2019 (4Q19).
“This is after considering the extended time needed to resolve and approve the new alignment and land acquisition, in addition to the structuring of the first few subcontract packages available to be tendered. In all likelihood, we expect the ECRL to be an immediate source of job awards for contractors in 2020.
“Our earlier estimate of the value of ECRL civil works remains intact at between RM22 billion and RM26 billion, being 50-60% of the total project cost of RM44 billion. Based on the 40% portion of civil works for local contractors and after including the 50km spur lines, we arrive at an estimated range of RM9 billion to RM11 billion,” he explained.
However, the research house does not rule out a possible delay in ECRL’s 4Q19 initial tenders, which could make a comeback with RM3 billion to RM5 billion worth of initial subcontract works in the first half of next year.
Meanwhile, Sharizan highlighted there could be wildcards for the construction sector from the upcoming Budget 2020, although priorities are likely limited to public transport projects already approved, such as the ECRL, Light Rail Transit 3, and Mass Rapid Transit 2 (MRT2).
This includes the potential relaunch of Mass Rapid Transit 3 (MRT3), and the possibility of Bayan Lepas LRT being included as a federal funded contract, which would then revive the overall Penang infrastructure angle under Penang Transport Master Plan (PTMP).
As for the Kuala Lumpur-Singapore High Speed Rail, Sharizan said it is still too soon for a revival theme.
“Post-Budget 2020, we generally expect sector job award growth to come off a low base, driven mainly by the ECRL.
“Contract award momentum has been subdued year to date, with upside risks in contract rollout coming from the JB-Singapore Rapid Transit System [Link], Bayan Lepas LRT and Pan Island Link 1 (PIL 1) in the second half of 2020 (2H20).
