Malacca Securities Research said as Malaysia approaches the state elections over the weekend, it expects trading activities to remain cautious.

The firm said the lower liners may also set for a range bound trading with the on-going corporate reporting season.

"Given that the US inflation has moderated, we reckon that Wall Street may head higher over the near term.

"Going forward, investors will be monitoring the outcome of Malaysia state elections as well as the US producer price index data to be released tonight," it added.

SYDNEY: The head of Australia's central bank on Friday said policy was in the "calibration stage" as the worst was over for inflation, though some further policy tightening might be needed depending on incoming data and evolving risks.

Appearing before lawmakers, outgoing Reserve Bank of Australia (RBA) Governor Philip Lowe said the recent data are consistent with the economy continuing to travel along the "narrow path" to a soft landing in which inflation eases without unemployment rising dramatically.

Inflation, which peaked late last year at over a three decade high of 7.8%, trended down to 6% last quarter and is projected to return to the RBA's target band of 2-3% in late 2025.

After a substantial increase of 400 basis points in interest rates since May last year, Lowe said policymakers were in the "calibration stage", as rates are already restrictive and working to establish a balance between supply and demand.

"Looking forward, it is possible that some further tightening of monetary policy will be required to ensure that inflation returns to target within a reasonable time frame," Lowe said, reiterating earlier comments.

"Whether or not this is the case will depend upon the data and the Board's evolving assessment of the outlook and risks."

This is Lowe's last such appearance given the government chose not to reappoint him when his first term ends in mid-September, instead elevating Deputy Governor Michele Bullock.

Lowe acknowledged it has been a difficult year for Australians.

"But the worst is over and we're getting to a place now to return to inflation back to target and a stronger labour market than we had before the pandemic," said Lowe.

The RBA's aggressive rate hikes have pushed up the cash rate to a decade-high of 4.1%, though it did pause in July and August to assess whether inflation was heading lower as desired.

Financial markets and analysts are split on whether there might be one more rate rise later this year..

Lowe added that rates would have to be 100 basis points above current levels to get inflation down to target in 2024. - Reuters

KUALA LUMPUR: The positive performance on Wall Street overnight may help to reaffirm investor sentiment on the domestic market following yesterday's flat performance in the absence of fresh trading leads.

At the start of trading on Tuesday, the benchmark FBM KLCI was down 0.14 points to 1,456.86 as the market sought new direction at the conclusion of the state elections, which kept the status quo.

"Given the outcome of the Malaysia state elections was within expectations, the local bourse did not see further significant selling pressure and ended flat; we expect the overall sentiment will be able to trade higher over the near to mid-term.

"Also, with the positive performance on Wall Street, we think the investors may look

into the technology stocks on the local front," said Malacca Securities Research in a note.

It added that buying interest has been shifting towards the small and mid-cap stocks.

Over the coming term, it said investors will be keeping a close tab on a slew of Chinese economic data to gauge the health of the world's second largest economy.

In early trading, Bursa'a blue chips were little changed with Maxis rising four sen to RM3.98 and Maybank rising two sen while Public Bank added one sen to RM4.16.

CIMB shed two sen to RM5.63, Tenaga Nasional dropped four sen to RM9.76 and MISC was down five sen to RM7.10.

Glostrext, which made its trading start on the ACE Market today, topped the most actively traded stocks with 24.16 million shares exchanging hands. The geotechnical instrumentation and testing specialist climbed 26 sen to 45 sen for a strong debut.

Other top traded stocks were Classita up 0.5 sen to nine sen and Iris down one sen to 7.5 sen.

Penganalisis RHB Investment Bank Bhd, Alexander Chia berkata, senario enam negeri yang menghadapi PRN kekal dengan status quo membolehkan pelabur pasaran modal memberi tumpuan semula kepada asas pelaburan mereka.

"Sejajar dengan senario kes asas kami, enam pilihan raya negeri melabuhkan tirai pada hujung minggu lalu dan menyaksikan status quo dikekalkan apabila gabungan Pakatan Harapan-Barisan Nasional (PH-BN) membentuk kerajaan di negeri pantai barat iaitu Pulau Pinang, Selangor dan Negeri Sembilan.

"Dengan 'Gelombang Hijau' yang disangka berlaku hanyalah sekadar riak-riak kecil, kami percaya pentadbiran Perdana Menteri, Datuk Seri Anwar Ibrahim memiliki banyak kesempatan untuk melaksanakan agenda reformasi yang dijanjikan," katanya dalam satu nota penyelidikan.

Menurutnya, walaupun keputusan keseluruhan PRN-15 menepati jangkaan, pemeriksaan lanjut pada keputusan menghasilkan intipati bahawa PH-BN kekalkan pemerintahan di negeri-negeri pantai barat dengan majoriti yang mengecil.

Menurutnya, meskipun sesetengah keputusan dapat dikaitkan dengan peratusan keluar mengundi yang rendah dan isu pemindahan undi antara penyokong-penyokong kerajaan gabungan, keupayaan pakatan kerajaan perpaduan untuk meraih sokongan daripada komuniti Melayu akan menjadi isu utama bagi Pilihan Raya Umum Ke16 (PRU-16).

"Pentadbiran Anwar masih punya masa untuk menambat hati pengkritiknya, tetapi hal ini akan bergantung pada pelaksanaan rancangan Ekonomi Madani yang berkesan sepanjang baki penggal pentadbirannya," katanya.

Menurutnya, pihaknya percaya keputusan pilihan raya memberikan kesempatan politik buat Pentadbiran Anwar untuk menyempurnakan agenda reformasi yang dijanjikan.

"Usaha-usaha ini perlu menyertakan langkah untuk mengimbang semula bil subdisi, menambah baik keadaan kewangan sektor awam, memperkenalkan reformasi politik, menarik pelaburan asing baharu, meningkatkan daya saing dan memacu fasa pertumbuhan seterusnya.

"Penyampaian mesej awam yang berkesan, pengurusan jangkaan pasaran dan pelaksanaan agenda reformasi yang stabil adalah faktor-faktor kritikal.

"Pencapaian jangka dekat untuk dinanti-nantikan termasuklah Hala Tuju Peralihan Tenaga Negara Fasa 2 (akhir Ogos), semakan pertengahan penggal bagi Rancangan Malaysia Ke-12 (September) dan pembentangan Belanjawan 2024 pada bulan Oktober," katanya.

KUALA LUMPUR: The capital market can play an important role in financing businesses to transition towards more sustainable practices by broadening the array of capital market instruments to support them in incorporating environmental, social and corporate governance (ESG) elements into their business.

Securities Commission Malaysia (SC) managing director Kamarudin Hashim said Prime Minister Datuk Seri Anwar Ibrahim has urged the banking system and capital market to act quickly to meet the business’ financing needs and internationalising the local small and medium enterprises (SMEs).

"The incorporation of ESG will be of utmost importance in internationalising our SMEs.

"Furthermore, the recent launch of the National Energy Transition Roadmap (NETR) by the government to accelerate the country’s energy transition will also undoubtedly require the capital market to respond accordingly, where investment as well funding solutions are expected to be immense," he said.

Speaking at the International ESG Conference here, today, Kamarudin said at present, green and social projects in Malaysia are largely funded through bank loans and bonds or sukuk, including those issued under the Sustainable and Responsible Investment (SRI) Sukuk Framework and the ASEAN Green Bond Standards.

However, in practice, not many SMEs are able to raise financing with these instruments, and the use of alternative channels or private markets may be required.

"Alternative fundraising platforms such as equity crowdfunding (ECF) and peer-to-peer (P2P) financing platforms have enabled SMEs to gain access to traditionally untapped pools of investors through cheaper, faster, and more convenient delivery channels.

"The ECF and P2P can also be used to attract more investors to finance micro SMEs (MSMEs), as targeted under the MADANI economic framework," he said.

Since their inception, the number of ECF and P2P financings has increased, with a growing number of MSMEs turning to digital platforms to secure capital.

As of June this year, ECF and P2P financing facilitated 9,415 MSMEs to raise more than RM5.4 billion for their businesses.

"Over the years, we have seen MSMEs involved in green business successfully raise financing via ECF platforms,” he noted.

Kamarudin said under the Joint Committee on Climate Change (JC3), a few green pilot projects and several capital market initiatives are underway to expand sustainable and transition finance.

Additionally, the Greening Value Chain (GVC) Programme was launched last year to assist Malaysian SMEs in implementing impactful, long-term changes to green their operations.

"Although SMEs may generally not be subject to mandatory sustainability reporting, many will be affected indirectly via participation in value chains of large companies which have to report on the sustainability performance of their entire value chain and through financial institutions that have to report on the environmental performance of their financed portfolios," he said.

To provide guidance for SMEs in making the relevant information available, Capital Markets Malaysia (CMM) has also published a Simplified ESG Disclosure Guide (SEDG) for SMEs for public consultation.

The SEDG aim to support SMEs in their adoption and reporting of sustainability by providing guidance on the data requirements of their journey.

The SEDG also target to provide SMEs with a simplified and standardised set of ESG disclosures that align with selected global and local frameworks.

"In relation to this, the SC welcomes the public’s feedback on the SEDG via the link on CMM’s website during the public consultation period which will end on Aug 25, 2023," he said.

Kamarudin, who is also a co-chair of JC3, said a report by Alliance Bank Malaysia Bhd (in collaboration with UN Global Compact Network Malaysia and Brunei and SME Corp), showed that 60 per cent of SMEs believe that strengthening ESG practices can increase business opportunities and create long-term value.

However, only 28 per cent of SMEs have adopted some elements of ESG practices in their businesses.

SINGAPORE: Oil prices edged higher on Tuesday as China unexpectedly cut key policy rates for the second time in three months to shore up a sputtering economic recovery, but sluggish economic data from the country put a lid on gains.

Brent crude futures rose 11 cents, or 0.1%, to trade at $86.32 per barrel at 0414 GMT. U.S. West Texas Intermediate crude was up 7 cents, also 0.1%, to $82.57 a barrel.

Prices turned higher after the People's Bank of China (PBOC) lowered the rate on 401 billion yuan ($55.25 billion) worth of one-year medium-term lending facility (MLF) loans to some financial institutions by 15 basis points to 2.50% from 2.65%.

The cash injection was to counteract factors including tax payments in order to "keep banking system liquidity reasonably ample", the PBOC said in an online statement.

"The market was expecting the PBoC to wait until September before easing again, and today's cuts suggest that the authorities' concern about the state of the macroeconomy is mounting," said Robert Carnell, regional head of research from ING bank, in a note.

China's industrial output and retail sales data on Tuesday showed the economy slowed further last month, intensifying pressure on already faltering growth and prompting authorities to cut key policy rates to shore up activity.

Despite the weak macroeconomic data, China's oil appetite showed resilience. The country's refinery throughput in July rose 17.4% from a year earlier, as refiners kept output elevated to meet demand for domestic summer travel and to cash in on high regional profit margins by exporting fuel.

Also lending support to oil prices, Japan's economy grew much faster than expected in April to June, as brisk auto exports and tourist arrivals helped offset the drag from a slowing post-COVID consumer recovery.

Meanwhile, oil and natural gas output from top U.S. shale-producing regions is set to fall in September for the second straight month to the lowest levels since May, Energy Information Administration data showed on Monday.

The declining U.S. output could exacerbate the global oil supply tightness as the Organization of the Petroleum Exporting Countries and its allies, known as OPEC+, are cutting production. - Reuters

Photovoltaic (PV) panels have a lifespan of around 25 years, and many of China’s projects are already showing significant signs of wear and tear, China’s official Science and Technology Daily newspaper said in June.

The paper cited experts as saying that China would need to recycle 1.5 million tonnes of PV modules by 2030, rising to around 20 million tonnes in 2050.
