Prime Minister Dr Mahathir, during the tabling of the 6th Malaysia Plan in 1991 declared his vision 2020 which calls for the nation to achieve a self-sufficient industrialised nation by the year 2020, encompassing all aspects of life, from economic prosperity, social well-being, educational world class, political stability, as well as psychological balance. To achieve Vision 2020, Mahathir lamented that the nation required an annual growth of 7% (in real terms) over the thirty-year period 1990–2020, so that the economy would be eightfold stronger than its 1990 GDP of RM115 billion. This would translate to a GDP of RM920 billion (in 1990 Ringgit terms) in 2020. Under Vision 2020 from 1991 to 2020, there are 3 sub 10 year development policy namely National development Policy 1991-2000 with OPP2, National Vision Policy 2001-2010 with OPP3 and New Economic Model 2011-2020 with National Transformation Programme NTP.

Can the Malay Dignity Congress resolutions help Malaysia to become a Developed Nation?

The meeting succeeded in bringing together leaders from Malay political parties from both sides of the divide. Heavyweights included PAS president Abdul Hadi Awang, Pakatan ministers Azmin Ali, Maszlee Malik and Syed Saddiq Rahman, and Umno secretary-general Tan Sri Annuar Musa and other Malay political notables and wannabes. It also had no less than the prime minister himself to address the occasion.

The meeting also brought in the intellectual resources of four of the nation’s leading public universities, Universiti Malaya, Universiti Pendidikan Sultan Idris, Universiti Teknologi Mara and Universiti Putra Malaysia to lend substance to and highlight the Malay dignity crisis.

With an emeritus professor as the congress secretariat’s CEO in making the keynote address, it had the added firepower of a speech by Universiti Malaya’s vice-chancellor, Datuk Dr Abdul Rahim Hashim and featured mainly young speakers from the four universities to emphasise what they see as the future orientation for the country.

The Malay Dignity Congress resolutions was the most comprehensive list of racially charged resolutions presented to the government since independence. They are even more powerful than the New Economic Policy, Bumiputera Policy introduced in 1969.

Ever since Merdeka 1957, the Malays have been governing the country. They have been making all the rules and regulations to make Malaysia a Developed Nation, but failed.

Why Malaysia is still not a Developed Nation?

Governing the country is like operating and controlling hundreds of businesses. The key to success is efficiency of the people in the management team. Malaysia has 1.6 million civil servants and almost all of them are Malays. We have the largest number of civil servants per capita in the world. We have 1 civil servant for every 19.3 citizens.

In 1969 when the NEP or Bumiputera Policy was introduced our GDP per capita was about the same as Singapore, Taiwan and South Korea. Currently Singapore, Taiwan and South Korea are 4, 3 and 2.5 times Malaysia respectively. All these 3 countries become Developed Nations and they do not even have timber to build their houses. While we were once the biggest producer of Tin, Rubber and Palm Oil. Moreover, we have petroleum.

My patriotic duty to write this article

I have been a strong supporter of Dr Mahathir. The above photo was taken when Dr Mahathir was campaigning in Perak before the last general election. I presented him a small donation and a copy of my book.

My Book:

In 2012 I wrote and published my book called “Malaysia: Road Map for achieving Vision 2010”. It has 6 chapters:
  1. Leakages and Corruption
  2. Human Resource Development
  3. Governance Issues
  4. Religious Harmony
  5. Growing Divisiveness
  6. Conclusion: Transforming Malaysia into A Modern and Progressive Democracy.
Dr Mahathir must realize that all the previous policies to protect Malay rights did not make Malaysia a fully Developed Nation because too much protection has made them inefficient and uncompetitive. He should follow the road map in my book to achieve his Vision 2010.
