not all short selling are equal....................................

According to annoucement..........IDSS or intraday short selling is suspended until end December 2020.............but permitted short selling is allowed to carry on as usual.

 

What does  it mean?

 

That retailers are not allowed to short sell even for intraday but institutions are allowed to carry on permitted short selling on approved counters?

 

Why always like that one?  Retailers always punished...........institutions can do whatever they want.........where is the level playing field?
