Khazanah advised to review relevance of i2M Ventures after failure to meet KPIs

KUALA LUMPUR (July 4): Khazanah Nasional Bhd has been advised to evaluate whether i2M Ventures Sdn Bhd should continue operations, having failed to achieve its objective to promote, market and manage businesses in Iskandar Puteri, Johor, according to the Auditor-General's (AG’s) Report 2024.

The report said the review should be carried out after the sovereign wealth fund's special purpose vehicle (SPV) completes its commitments and agreements with Iskandar Global Business Services (GBS) investors in 2025.

Established in April 2012, the SPV's main objective was to implement the GBS Iskandar programme, which aimed to attract high-potential companies through investment facilitation services and financial assistance in Iskandar Puteri.

However, the AG’s report noted i2M Ventures’ inadequate performance and failure to meet GBS Iskandar’s key performance indicators (KPIs) for business attraction, with only 46.7% of targeted job positions being created, 41% of targeted investments secured and 75% of targeted investors attracted as of June 30, 2023.

“From 2020 to 2022, the performance achievement of GBS Iskandar investors was unsatisfactory as only eight out of 30 investors achieved the set targets. Furthermore, only eight GBS Iskandar investors are still operating in Iskandar Puteri despite RM78.21 million in financial aid being disbursed,” the report found.

Furthermore, i2M Ventures has incurred accumulated losses over the past three years - RM129.24 million in 2020, RM132.65 million in 2021 and RM135.46 million in 2022.

Despite this, it continues to fulfil its obligations because it is directly funded by Khazanah in accordance with its status as a non-profit-oriented entity. All expenses and grants are also directly covered by Khazanah.

Due to the GBS programme's shortcomings in attracting businesses to Iskandar Puteri, the AG's Report suggested that Khazanah reevaluate the need for i2M Ventures to continue operations.

The audit review revealed that Khazanah had allocated a total of RM138.9 million in financial assistance for i2M Ventures to disburse to GBS Iskandar investors, funded via issuance of redeemable convertible preference shares.

From April 2013 to June 2023, RM78.21 million was disbursed to 20 out of 30 GBS Iskandar investors who received aid, with RM52.09 million remaining unspent (surrendered funds).

In May 2020, i2M Ventures entered into a service level agreement with Iskandar Investment Bhd and its subsidiary, Iskandar Investment Bhd Ventures Sdn Bhd (IIBV), appointing IIBV to handle i2M Ventures' administrative functions. Since then, i2M Ventures has functioned as a management-less SPV, while IIBV oversees distribution of financial assistance and management of its remaining funds.

IIBV charges a RM5.5 million service fee for these responsibilities from May 1, 2020, to April 30, 2025.
